The Jira & Confluence Developer designs and builds a centralized enterprise service management solution structured as a guided self-service portal. The portal presents categorized options, knowledge articles, and search-driven navigation to surface existing information and services before a formal request is submitted. The role analyzes and inventories existing division-level Jira, Confluence, and other information sites, then designs the portal’s information architecture, service catalog, and intake taxonomy. It develops conditional intake forms, governance workflows, approval chains, and escalation paths; configures Jira Service Management and Confluence; and maintains integrations connecting the central landing page and knowledge base to existing division sites. The developer also implements role-based access and security protocols, troubleshoots and maintains the platform, performs upgrades and migrations, monitors portal usage and search analytics, and recommends improvements to government leadership. The position maintains technical and user documentation, ensures compliance with cybersecurity and federal IT requirements, and collaborates with division stakeholders, governance boards, and security teams. The position is located in Washington, DC and requires an active TS clearance.
