Customer: The Joint Counterintelligence Training Activity (JCITA) is a Department of War joint training organization. JCITA serves as the DoW’s central authority for standardized counterintelligence (CI) training, education, and professional development across the military services, combatant commands, and select interagency partners. Its mission is to develop, deliver, and sustain joint CI training programs that prepare military, civilian, and contractor personnel to detect, deter, and defeat foreign intelligence threats targeting U.S. forces, operations, technologies, and national security interests. JCITA designs and executes advanced, and specialized CI courses covering areas such as counterespionage, insider threat detection, CI collections and investigations, counterintelligence support to operations, offensive and defensive CI methodologies, cyber-enabled threats, and analytic tradecraft. The organization ensures training standardization across the joint force while integrates real-world threat intelligence into curriculum, and maintains alignment with DoW doctrine, policy, and operational priorities. Position Summary – Counterintelligence Subject Matter Expert (CI SME – CIOQC) The CI SME (CIOQC) serves as a senior Counterintelligence instructor and Offensive Counterintelligence Operations (OFCO) subject matter expert responsible for delivering classroom and field instruction that meets Under Secretary of Defense (USD I&S) mandated training certification requirements for designation as an OFCO Case Officer (CO). This position prepares CI Special Agents to plan, execute, and manage offensive counterintelligence operations in accordance with applicable laws, authorities, and Department of Defense policy. The CI SME develops and delivers rigorous instructional content and immersive field exercises that replicate real-world operational environments. The incumbent assesses student performance during complex practical and field training events that frequently exceed eight (8) hours per day, may include weekend activities, and require travel within the National Capital Region (NCR) and throughout the Continental United States (CONUS). Instruction emphasizes the full operational cycle, from operational planning and targeting through execution, reporting, and oversight. Required Qualifications: Qualified candidates must be graduates of an accredited CI Special Agent credentialing school and have served as an OFCO Case Officer with experience conducting the full operational cycle. The CI SME must possess demonstrated experience conducting, supervising, instructing, supporting, or providing legal oversight of OFCO activities in accordance with DoD policy at the Expert or Senior level, as well as experience aligning to the Mid level. The position requires expert knowledge of threat country Foreign Intelligence Entity (FIE) methodologies and tactics, techniques, and procedures (TTPs). The role also requires the physical ability to support field-based training activities, including the ability to sit or stand for up to two (2) hours at a time and walk up to five (5) miles in a single day. The CI SME (CIOQC) combines operational credibility, advanced tradecraft expertise, and instructional excellence to ensure graduates meet certification standards and are fully prepared to execute lawful, effective Offensive Counterintelligence Operations in support of national security objectives. Required TS/SCI with ability to obtain CI Poly. Required Experience: Expert: 10 years demonstrated experience related to the specific labor category with at least a portion of the experience within the last 2 years.
