About The Position

The Senior Subject Matter Expert (SME) provides senior-level technical and functional expertise supporting the National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT), under the PM3S contract. The SME serves as a trusted advisor to Government stakeholders and the Project Manager / Functional Lead, ensuring portfolio management systems, governance processes, and reporting solutions are technically sound, compliant, and operationally effective. This role is critical to ensuring PM3S solutions align with HHS EPLC, CPIC, and FITARA requirements while meeting NCI’s business and scientific portfolio management needs.

Requirements

  • Bachelor’s degree in Information Systems, Computer Science, Engineering, Business, or a related field (additional experience may substitute).
  • 12+ years of experience providing technical or functional leadership in portfolio management systems, governance, or enterprise IT environments.
  • Demonstrated expert knowledge of Clarity PPM or comparable enterprise portfolio/project management platforms.
  • Strong understanding of HHS EPLC, CPIC, FITARA, or similar federal IT governance frameworks.
  • Ability to communicate complex technical concepts clearly to non-technical and executive stakeholders.

Nice To Haves

  • Experience supporting NIH, HHS, NCI, or other federal research or healthcare organizations.
  • Experience leading or supporting COTS evaluations, pilots, and enterprise rollouts.
  • Experience producing audit-ready documentation and executive-level reporting.

Responsibilities

  • Provide senior technical and functional expertise in portfolio management, governance, and COTS-based enterprise systems supporting NCI CBIIT.
  • Lead and support assessments, requirements elicitation, and requirements/design documentation for portfolio management tools and processes.
  • Advise on configuration, customization, and implementation of Clarity PPM, ServiceNow, and successor portfolio management tools.
  • Support integrated reporting, CPIC/FITARA compliance, audits, and executive data calls with accurate, traceable, audit-ready artifacts.
  • Support pilot testing, system enhancements, release planning, and operational improvements to increase adoption and effectiveness.
  • Contribute to development of standards, templates, metrics, training materials, and documentation aligned to HHS EPLC and NIH/NCI policies.
  • Support transition-in and transition-out activities and knowledge transfer to preserve continuity and institutional knowledge.
