About The Position

This position is part of the IN 122nd Fighter Wing, Indiana National Guard. The role involves performing studies and independently establishing plans for improving the efficiency of information technology and communications processes. The specialist will interpret technical requirements, make independent judgments on organizational compliance, and evaluate mission effectiveness. They will advise supervisors on program evaluations, develop process and technical evaluation plans, and recommend reporting procedures. Responsibilities also include preparing and maintaining files, conducting research, and developing and maintaining work center training programs.

Requirements

  • National Guard Membership is required.
  • This is an excepted service position that requires membership in a compatible military assignment in the National Guard.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Conducts travel to and from offsite worksite(s) from the normal work area to perform assigned duties.
  • Must be certified IAW DOD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and current AF directives.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certification program and will be required to obtain and maintain certification. Certification requirements are outlined in DOD Instruction 8570.01-M.

  • IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, Problem Solving.
  • At least 1-year specialized experience equivalent to at least the next lower grade, at the GS-09 level.
  • Specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization.
  • Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls.
  • Experience that required adaptations of guidelines or precedents to meet the needs of the assignment; or experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion; or experience analyzing requirements and recommending plans of action for improving assigned information technology (IT) applications; or experience implementing methods, procedures, policies, and techniques concerning telecommunication systems; or experience implementing IT and communications programs and special projects.
  • Experience following management control plan requirements through self-inspection and resolving identified discrepancies in IT field.

Responsibilities

  • Performs studies and independently establish plans for improving the efficiency of information technology and communications processes.
  • Interprets a variety of technical requirements making independent judgments to determine organizational compliance with applicable instructions, procedures and practices.
  • Evaluates mission effectiveness, using standardized and locally developed evaluation programs and processes.
  • Advises supervisors and managers on the evaluation of programs, policies, regulatory requirements, and procedures.
  • Develops process, management, administrative and technical evaluation plans for implementation.
  • Recommends internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports.
  • Prepares and maintains files and publications IAW current directives to include both paper and electronic media.
  • Research includes using various means and media to obtain needed information to accomplish the task.
  • Develops, implements and maintains work center training programs.
  • Performs other duties as assigned.
