About The Position

This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Cyber Command in Fort Meade, Maryland. Duties include analyzing and providing expert assessments to J3, the USCYBERCOM management team, and supported CC/S/As of anticipated and new Joint and DoW policy and instructions relevant to Cyberspace Operations. This involves assessing potential effects on USCYBERCOM operations and recommending appropriate actions, including the development of new/revised USCYBERCOM and supported CC/S/A policy and operations guides. The role also involves collaborating within USCYBERCOM J3 Directorates, DCDC, and supported CC/S/As to identify DoWIN OPS and cyberspace defense programs and strategies consistent with USCYBERCOM. Additionally, the position provides technical advice and consultation to USCYBERCOM J3 on all matters relating to malicious computer activity, malicious cyberspace actors (MCAs), Cyberspace Operations, DoWIN OPS, NETOPS, cyberspace defense, and emerging trends. The specialist will establish and maintain working relationships with professional peers in Government, industry/private sector computer security, law enforcement, and technical research organizations to collect and exchange information useful to Cyberspace Operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The incumbent will be required to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • TDY will be required up to 10% of the time.
  • The incumbent may be required to travel by military and/or commercial aircraft in the performance of assigned tasks.
  • The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • This position has been designated as a Testing Designated Position (TDP).
  • Employee must pass initial and periodic random drug testing.

  • Must have one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.
  • Specialized experience would be demonstrated by coordinating with external partners regarding cyber-defense policies; analyzing cyber-defense policies to determine the effects on agency operations; AND providing technical advice to staff regarding malicious computer activity and cyberspace defense.
  • The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies: (1) Attention to Detail, (2) Customer Service, (3) Oral Communication, and (4) Problem Solving.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • This position requires a 3 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
  • Direct Deposit of Pay is required.
  • Must be able to obtain and maintain a Top Secret security clearance.
