About The Position

The New York City Department of Health and Mental Hygiene (DOHMH) uses the latest technologies and enterprise-wide application solutions in its groundbreaking work to promote and protect New Yorkers' health and improve DOHMH's business operations. The Division of Information Technology aims to align technology solutions with the DOHMH mission by prioritizing resource use and deploying innovations that facilitate the agency's day-to-day activities and enhance staff productivity and efficiency. Our goal is to provide users with a reliable, stable, and safe computing environment, through the collaboration of the Bureau of Technology Strategy & Project Management provides business analysis and IT project management services to define and deliver IT solutions that meet all program needs. The nation's leading local health department seeks a IT Project Manager to join its award-winning, innovative technology team in revolutionizing public health IT.

Requirements

  • A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
  • An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
  • A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
  • Education and/or experience which is equivalent to "1", "2", or "3" above.

Nice To Haves

  • Knowledge of .NET applications, Rhapsody, SQL Server, IBM Message Broker, XML and HL7.
  • Minimum of three (3) years working with XML messages and XML framework, HL7 messages and HL7 parsing tools.
  • Minimum of two (2) years working with IBM Message Broker.
  • Minimum of three (3) years of experience working with electronic data interchange (HL7, XML) including implementation and testing.
  • Experience with stakeholder engagement and project management.
  • Excellent communication (verbal & written) and interpersonal skills.
  • Strong analytical skills and ability to manage and report complex information.
  • Experience with data collection, analysis, and interpretation.
  • Experience with writing queries in SQL.
  • Desire to grow professionally, develop new skills and willingness to work outside of comfort zone.
  • Experience working with the public health sector and coordinating projects involving multiple stakeholders.
  • Ability to prioritize and work in fast-paced environment with hard deadlines.

Responsibilities

  • Obtain expert-level technical knowledge of several existing system applications, including system architecture, database schema, application specific web services and integration points.
  • Assume role of liaison between the Bureau of Vital Statistics operations when reporting issues are identified, troubleshoot issues in a timely fashion and minimize disruption of data transmission.
  • Assess proposed system enhancements for technical risk and technology options for achieving business objectives.
  • Gather and document requirements for targeted system improvement, security compliance, and regulatory changes.
  • Oversee Quality Assurance team in the creation of test plans of new features and bug fixes and coordinate testing with users.
  • Train users on new features.
  • Plan and submit Change Management Request (CMR) for deployments of upgrades.
  • Become a subject matter expert on the business and technical operations of vital records systems, including understanding the technical aspects and operation of components that make up all systems within the vital records eco-system; these include Java-based applications, NET-based applications, web services, SSIS packages and stored procedures.
  • Oversee a product support team by coordinating triage issues and production support.
