About The Position

This recruitment establishes an employment list for current and future vacancies within Tulare County Information Communications Technology. The list is anticipated to remain active for six months. The current vacancy is in the Information Technology department in Visalia. The position reviews user and software requirements and performs analysis, design, implementation, installation, and training for newly developed or acquired software. It analyzes and plans systems in consultation with project leaders, users, and management, documents system plans, establishes implementation schedules, and designs and documents systems based on business requirements and consultation with the project team. Level II additionally authors complex web pages and templates for dynamically generated web pages; performs and trains others in software and business application development and customization; and supports staff development by assisting, training, scheduling, and providing guidance and direction, while serving as an informational resource on policies and procedures. The position requires an associate degree in a computer-related discipline. Level I requires two years of programming and systems software support experience; Level II requires five years of experience in complex systems architecture, programming systems software, and software support. Candidates must possess or be able to obtain an appropriate, valid California driver's license. Selected candidates may be subject to pre-employment drug and alcohol screening, a background investigation, and other checks or examinations as applicable.

Requirements

Associate degree in a computer-related discipline.
Level I: Two years of experience in programming and systems software support.
Level II: Five years of experience in complex systems architecture, programming systems software, and software support.
Working knowledge of complex programming languages, web tools, scripting languages, database design, application and systems integration development (API), and operating systems.
Knowledge of requirements gathering, designing, prototyping, troubleshooting, user support, project management, and business analysis concepts.
Ability to work and communicate effectively with people of varied education and socioeconomic backgrounds, respecting the beliefs, interpersonal styles, and behaviors of clients and coworkers.
Ability to operate contemporary office equipment, including computers, keyboards, and applicable electronic equipment.
Ability to perform feasibility studies and programming analysis; determine alternate program design approaches; and facilitate effective solutions to user needs.
Ability to work independently and make necessary decisions throughout the systems process within department guidelines.
Ability to multitask and respond effectively to emergency situations.
Ability to communicate using language appropriate to the intended audience.
Ability to coordinate projects to develop, test, install, and modify programs.
Possession of, or ability to obtain, an appropriate, valid California driver's license.

Nice To Haves

Experience with C#, Python, PHP, JavaScript, and .NET programming languages.
Experience with Microsoft Visual Studio, PyCharm, or VS Code programming IDEs.
Experience with Microsoft .NET, Angular, Bootstrap, MVC, and EF Core programming frameworks.

Microsoft MCSD or MCPD certification.
Certified Business Professional (CBAP) certification.
