IT Enterprise Applications Administrator, Atlassian Admin

CHAOS Industries•Washington, DC
•$140,000 - $200,000•Onsite

About The Position

CHAOS Industries is seeking an IT Enterprise Applications Administrator (Atlassian Admin) to own the health, security, and daily operation of Jira, Jira Service Management, and Confluence across its commercial and FedRAMP-authorized Atlassian tenants. These platforms support engineering, IT, program, and compliance teams in planning work, tracking delivery, handling service requests, and documenting operations. The role is part of the IT organization and partners with infrastructure, cybersecurity, service desk, programs, engineering, and other teams. The administrator has complete ownership of the platforms, including tenant architecture, service desk and workflow design, permission design, automation strategy, and the roadmap for standardizing, improving, and scaling the instances. The role turns process pain points into useful workflows, reliable automations, and clear documentation while ensuring controlled information remains in the appropriate environment and meeting strict access, data-handling, and audit requirements. The position involves primarily sedentary computer work, with occasional movement around the office and minimal travel of up to roughly 10% for occasional trips to company offices. CHAOS Industries describes this as an onsite role (#LI-onsite). The stated base salary range is $140,000–$200,000.

Requirements

  • Bachelor’s degree in Information Technology, Computer Science, Information Systems, or a related field, or equivalent work experience.
  • Hands-on experience administering Jira and Confluence Cloud for a multi-team organization, including permission schemes, workflows, custom fields, and project and space configuration.
  • Experience administering Atlassian products in a FedRAMP-authorized or other government cloud environment, or comparable experience managing separate commercial and regulated tenants.
  • Proven experience building and maintaining Jira and Confluence automation rules, including conditions, branching, smart values, and scheduled or webhook-triggered rules.
  • Experience configuring and administering Jira Service Management, including request types, queues, SLAs, approval workflows, and customer portals.
  • Working knowledge of JQL and the ability to build filters, dashboards, and reports for non-technical stakeholders.
  • Experience managing users and groups, including SSO and automated provisioning (SAML/SCIM) with an identity provider such as Entra ID or Okta.
  • Familiarity with CUI handling and frameworks such as NIST SP 800-171, CMMC, or DFARS 252.204-7012, including access control, audit logging, and data-handling requirements.
  • Experience working with stakeholders to map processes and turn them into automated workflows, with clear written and verbal communication.
  • Experience working within a change management process and documenting administrative procedures.
  • U.S. person status, as required for access to CUI and export-controlled data (ITAR/EAR).

Nice To Haves

  • Active U.S. government security clearance, or the ability to obtain one.
  • Atlassian certification in Jira or Confluence administration; a security certification such as Security+ or CISSP.
  • Experience supporting CMMC, NIST 800-171, or FedRAMP assessments, including producing evidence and responding to auditor requests.
  • Scripting or API experience, such as REST APIs, Python, PowerShell, or ScriptRunner, to extend automation beyond built-in rules.
  • Experience with ITIL or ITSM practices and with migrating or consolidating Atlassian instances or moving content between tenants.

Responsibilities

  • Administer and maintain Jira, Jira Service Management, and Confluence in the commercial and FedRAMP tenants, including projects, spaces, issue types, workflows, schemes, custom fields, screens, permissions, and global settings.
  • Manage Jira Service Management projects and workflows, including request types, queues, SLAs, approval flows, customer portals, and Confluence knowledge-base links.
  • Work with IT, cybersecurity, HR, facilities, program, and other teams to map manual processes and build workflows and automations that route, approve, and fulfill requests with less manual effort.
  • Maintain boundaries between tenants so CUI and export-controlled data are created, stored, and shared only in the authorized environment, while keeping configurations consistent where appropriate.
  • Design, build, test, and maintain Jira and Confluence automation rules, including triggers, conditions, branching, smart values, scheduled rules, webhook-based rules, and cross-product automations.
  • Track feature, app, and automation differences between commercial and FedRAMP environments and plan for comparable capabilities across tenants.
  • Manage user lifecycle and access, including onboarding and offboarding, groups and roles, SSO, automated identity-provider provisioning, and periodic access reviews; restrict FedRAMP tenant access to eligible users.
  • Support security and compliance requirements, including CMMC, NIST SP 800-171, and DFARS, by applying least-privilege access, maintaining audit logging and retention settings, and providing assessment and audit evidence.
  • Evaluate, install, configure, upgrade, and retire Atlassian Marketplace apps and integrations, confirming approval and FedRAMP availability before deployment.
  • Gather stakeholder requirements and translate them into project templates, workflows, JQL filters, dashboards, and reports; drive standardization across programs.
  • Govern Confluence content, including space structure, page templates, ownership, marking, archiving, and retention.
  • Follow change control processes; plan and execute upgrades, migrations, content moves between tenants, and instance cleanups; communicate changes and release notes to users.
  • Serve as the escalation point for Atlassian support requests, perform root-cause analysis, and work with Atlassian support as needed.
  • Create and maintain administrator documentation, runbooks, and user training materials.
