About The Position

Under limited supervision, this classification level is responsible for leading a team of Application Analysts, Data Analysts and Database Analysts in the development, coordination, implementation and evaluation of assigned projects and activities associated with the Judicial Branch’s information technology needs. Responsibilities may include overseeing network administration, cybersecurity program architecture, configuration, and maintenance; monitoring system performance; providing technical resolutions for complex cybersecurity issues; training staff; and providing program policy recommendations to senior management.

Requirements

  • Bachelor’s degree in computer science or related field
  • 7 years of related experience or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • All educational credits must be granted from an accredited institution approved by the U.S. Dept. of Education.

Responsibilities

  • Supervises State/Contracted staff, which includes: prioritizing, assigning and scheduling work; conducting performance evaluations; ensuring staff are educated; ensuring that employees follow policies and procedures, and maintain a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
  • Prioritizes, assigns, and coordinates IT-related projects, which includes: assessing organizational needs; establishing timelines and work plans; establishing and monitoring a budget; assigning tasks; monitoring progress; identifying and removing project barriers; preparing progress reports; and managing the work of external contractors and consultants which includes negotiating and monitoring work contracts.
  • Recommends, develops, and maintains policies and procedures for assigned applications, systems, or networks to align with Supreme Court/Statutory requirements or Judicial Branch Administrative policies.
  • Conducts analysis, conducts research and makes recommendations for unit's budget, staffing, and resources needs.
  • Creates or guides the development of instructional materials to assist users in using various software and coordinates training for on-going support of information technology; Attends, participates, and presents in a variety of intra-agency meetings.
  • Acts as the liaison with IT Staff of other State/Federal agencies (including State Auditors, Law Enforcement, etc.) to provide information about, make decisions about and coordinate projects with other systems; Attends, participates, and presents in a variety of inter-agency meetings, State conferences/ workshops, and other professional exchanges to represent the Administrative Office of Courts and Probation IT Division.
  • Performs other duties of a similar nature or level.
  • Develops and monitors policy, procedures, and protocols related to information technology applications to include database or data administration.
  • Oversees the development, maintenance, and operations of statewide case management system.
  • Develops and oversees testing protocol.
  • Provides support for databases, which includes: upgrades, backups, and maintenance.
  • Develops and implements strategies for server management including monitoring performance; preventative maintenance, problem avoidance, and troubleshooting.
