About The Position

This position will administer the Dairyland Power Cooperative (DPC) NRC-approved Independent Spent Fuel Storage Installation (ISFSI) Security Plan. Supervise Physical Security Organization and Systems to achieve the overall performance objective of protecting the ISFSI against the threat of sabotage. Oversee the security staff at the ISFSI. Reports to the ISFSI Manager.

Requirements

  • Bachelor's degree in business administration, criminal justice, law enforcement, security, or closely related field.
  • Five (5) years’ relevant experience in law enforcement, industrial, military, or governmental security required or 9 years relevant experience in law enforcement, nuclear, industrial, military, or governmental security required.
  • Equivalent combination of education and experience may be considered.
  • Knowledge of operations, maintenance, design, and construction of site generating facilities and equipment.
  • Skilled in the management, organization, and negotiation with, and motivation of, personnel.
  • Computer literacy.
  • Excellent interpersonal and communication skills.
  • Must be well organized, detail oriented, and have the ability to multi-task.
  • Must also have excellent analytical and problem-solving skills and possess a high ethical standard.

Nice To Haves

  • Previous security experience at an electric utility or nuclear facility is a plus.
  • Certified protection professional certification preferred.

Responsibilities

  • Coordinate, implement, and manage all aspects of the ISFSI Security Plan.
  • Coordinate the preparation of detailed Security Control Procedures for review and approval by the ISFSI Manager.
  • Inspect physical security facilities and systems and audit the effectiveness of the Security Plans and Procedures.
  • Maintain liaison with security guard force contractor, U.S. Nuclear Regulatory Commission, local law enforcement agencies, and DPC non-plant personnel to ensure security matters at the ISFSI are addressed appropriately.
  • Maintain appropriate records applicable to Security Plans and Procedures and Security Maintenance Requests.
  • Review NRC correspondence for applicability, provide answers and recommend action necessary to meet requirements.
  • Host NRC Inspectors and QA personnel during audits and inspections relating to the ISFSI Security Program.
  • Perform training for ISFSI/contract personnel as necessary.
  • Coordinate with ISFSI Manager the ISFSI security budget.
  • Coordinate all aspects of the Security Program not specifically identified such as contract negotiations, Invoicing, Purchase requests/orders, identification badges, vehicle control, special instructions, etc.
  • Perform Emergency Response Duties as assigned, be an active member of the DPC Incident Response Core Team.
  • Qualified as a Reviewing Official for the ISFSI’s in Safeguards Information program.
  • Qualified as a Reviewing Official in the ISFSI’s Unescorted Access Authorization program.
  • Perform other duties as assigned.
