About The Position

This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located in Fort Meade, Maryland. Duties Provide authoritative technical advice on all aspects of Human Resources data analytics. Counsel and advises others, including Federal staff and recipients, to accomplish the program goals. Utilizes expertise in interpreting, developing, and applying appropriate data to generate usable products that enable leading informed decisions about the enterprise related to HR lifecycle processes, personnel management, and efficiencies Conduct studies, identifies trends, risks, and themes based on the data and information to generate predictive workforce analytics, comparative statistics, and suggestions for improvement. Provide technical guidance in the development and review of policy and procedural issuance from the Department, the Command, and Directorates related to data analysis.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 20% of the time.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • This is a Drug Testing Designated Position.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
  • Incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program).
  • Incumbent must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter.
  • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level: 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
  • Degree: bachelor's degree (or higher degree) in Mathematics, statistics, computer science, data science or field directly related to the position. To be acceptable, the degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
  • OR Combination of education and experience that combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field.
  • Degree: Bachelor's degree (or higher degree) in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
  • Degree: Bachelor's degree (or higher degree) that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.
  • Degree: Bachelor's degree (or higher degree) that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc.
  • OR Combination of education and experience that combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field.
  • Degree: Bachelor's degree in Computer Science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
  • All academic degrees and course work must be from accredited or pre-accredited institutions.
  • Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.
  • Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills, and abilities necessary to successfully perform the duties of the position.
  • Such experience is typically in or directly related to the work of the position to be filled.
  • Qualifying experience would be demonstrated by 1) Analyzing human resources data compiled from various sources to improve human resource processes; 2) Assisting in the development of programs used to gather information necessary to create human resource policy and guidance; and 3) Developing program data, reports, and analysis used by leadership to assist in workforce policy and planning.
  • Some federal jobs allow you to substitute your education for the required experience in order to qualify.
  • For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
  • If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • This position requires a 3 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
  • Direct Deposit of Pay is required.
  • Must be able to obtain and maintain a Top Secret (SCI) with a polygraph security clearance.
  • Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03 Cyberspace Workforce Qualification and Management Program dated 15 February 2023.
