About The Position

This position ensures that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategic goals, objectives, work plans, and work products and services. The role involves coaching the team in the selection and application of appropriate problem-solving methods and techniques, and providing advice on work methods, practices, and procedures. The engineer will analyze the realism of engineering schedules in contractor proposals, lead the team in identifying, distributing, and balancing workload and tasks among employees, and provide engineering Technical Pricing Support (TPS) and cost analysis reviews for major defense acquisition program contract proposals. The position also requires assessing the contractor's ability to achieve technical objectives as stated in proposals, analyzing the proposed costs of technical aspects of contractor proposals including labor hours, materials, Other Direct Costs, facilities, and production capabilities, and performing all work in accordance with agency policies, standards, metrics, and standard operating procedures for effective contract administration.

Requirements

  • Must be a U.S. citizen
  • Non-Critical Sensitive with Secret Access
  • Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • A Bachelor's Degree or higher in professional engineering accredited by ABET, or a combination of education and experience that furnished a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and a good understanding of engineering sciences and techniques.
  • Professional Registration or Licensure (EI, EIT, or PE) OR Evidence of having successfully passed the Fundamentals of Engineering (FE) examination OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering.
  • One year of specialized experience at the GS-12 level or equivalent, including experience in engineering concepts, principles, and practices, performing cost analysis of contract proposals, assessing contractor's ability to meet technical requirements, working with contractor personnel to conduct negotiations and make engineering decisions, providing technical support for contract administration, and surveillance of engineering contractor performance and systems.

  • Position requires DoD Acquisition Engineering & Technical Management, Practitioner certification within required timeframes.
  • Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 2-years.
