About The Position

Responsible for thorough implementation of the government Quality Assurance (QA) Program, conducting QA/QC Coordination (Mutual Understanding) meetings, review of quality control plans, procedures and assessments of contractor performance through regular field surveillance. Performs construction tasks in accordance with District Project Management Business Process matrices for Military Construction, environmental, and civil works projects, Resident Engineer’s Management Guide, and Construction Division policy. Obtains timely and cost-effective projects through proper contract administration in accordance with contract requirements and Resident Office policies and procedures. Reviews and analyzes proposals submitted by contractors, installation personnel, and Using Agencies for changes to contract plans and specifications and prepares findings of fact on which contract modifications may be based. Daily logs, correspondence, progress reports, etc., participate in conferences and perform negotiations with contractors for the settlement and/or resolution of disputes over contract requirements, alleged changed field conditions, etc. Monitors funds available on contracts and contract line items and advises project personnel on same.

Requirements

  • Must be a U.S. Citizen.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • Must provide proof of U.S. Citizenship.
  • Must obtain and maintain a valid, non-expired, State-issued motor vehicles driver’s license.
  • Requires travel and may involve TDY up to 20% annually.
  • Must obtain Certificate of Recognition (COR) qualification within one year of hire.
  • Must be able to pass a Hazardous Toxic and Radiological Waste (HTRW) physical exam, if required.
  • Must be able to work outdoors in all weather, including extreme temperatures and to potentially hazardous job sites.
  • Bachelor's degree (or higher degree) in engineering with an ABET-accredited program, OR a Bachelor's degree (or higher degree) in engineering that includes specific calculus and advanced science/physics courses, OR a combination of education and experience that demonstrates a thorough knowledge of physical and mathematical sciences underlying engineering and a good understanding of engineering sciences and techniques. This combination can be demonstrated by professional registration/licensure, passing the Fundamentals of Engineering (FE) exam, specific academic courses, or a related curriculum with at least 1 year of professional engineering experience.
  • Bachelor's degree (or higher degree) in architecture or a related field with specific coursework in architectural design, structural technology, properties of materials and methods of construction, and environmental control systems, OR a combination of education and experience that demonstrates a thorough knowledge of the arts and sciences underlying professional architecture and a good understanding of architectural principles, methods, and techniques. This combination can be demonstrated by a degree in architectural engineering with equivalent coursework, or 1 year of experience in an architect's office or in architectural work for each year short of graduation (minimum 5 years if no college courses).
  • One year of specialized experience at the GS-11 level: preparing data and reports, investigating construction issues and developing remedies, maintaining surveillance through field inspections, and assessing contractor's work performance.
  • One year of specialized experience at the GS-12 level: preparing contractor submittals, conducting field surveillance, recommending changes to construction designs/specifications, and participating in contract negotiations/meetings.
  • Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.
  • Must submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
