About The Position

Responsible for intake and recertification activities for the HCV Program applicants and participants in accordance with established policies. Supervises Application Specialists and Recertification Officers I. Implements new policies and procedures. Directly responsible to the Assistant Director of Housing Choice Voucher Program.

Requirements

  • High School Diploma, or equivalent, with college level courses in psychology or sociology, and over two years experience; an equivalent combination of higher education and experience may be substituted for work experience.
  • Appropriate clerical, typing, ten key and computer experience.
  • Familiarity and experience with basic computer principles and usage.
  • Ability to work independently, have a good sense of priorities, and be willing to use initiative.
  • Ability to positively meet the public and work with the disadvantaged.
  • Ability to understand and interpret Federal regulations and use effective management tools in organizing and controlling the functions, personnel and material resources of the department.
  • Versatile, well organized with the ability to communicate effectively with people.
  • Possess a valid Oklahoma Drivers License with a satisfactory driving record.
  • Ability to retain proprietary information as confidential.
  • Ability to comply with Authority attendance policies.
  • Ability to read and write correspondence, read and post ledgers, and work with computerized reports, code books, plans, etc.
  • Ability to communicate clearly and effectively with others by telephone and in person.
  • Physical range of motion and coordination for extensive filing and work with client files.

Nice To Haves

  • Additional experience in the bookkeeping or math related skills.
  • Working knowledge of social service agencies.
  • Previous employment as a counselor, social worker, or other position involving counseling with and guidance of moderate and low income families.

Responsibilities

  • Monitors scheduling of recertifications prior to lease expiration.
  • Supervises HCV intake and recertification staff.
  • Assists with application processing requirements.
  • Cooperates with social service organizations, etc., regarding resident income and obtains information needed to complete recertifications.
  • Supervises update of rent changes and assists in monthly close-out.
  • Performs and monitors monthly program report requirements.
  • Acts as liaison between Landlord and Tenant disputes.
  • Coordinates program activities with Social Service organizations.
  • Coordinates information with supervisor.
  • Represents the Authority during tenant hearings.
  • Quality reviews and assists subordinates with problem resolution.
  • Works computer report requirements with supervisor.
  • Trains subordinates in existing and new policies and procedures.
  • Performs other duties as assigned.
