About The Position

Under general supervision, the IT Network Specialist performs a variety of complex duties in managing, maintaining, and securing centralized server IT hardware and software to ensure reliable and efficient network operations. This role supports city-wide automation, enhances service delivery, and drives productivity through system design and technical expertise. The IT Specialist is responsible for coordinating maintenance, testing, monitoring, security and troubleshooting of centralized server IT hardware and software, and collaborates on IT projects, provides technical support, and ensures the city’s network infrastructure remains secure, scalable, and aligned with operational needs. The position supports all City Departments including Police and Fire. Performs other related duties as assigned.

Requirements

  • Graduation from an accredited four-year college or university with a major in Information Technology, Network Administration, Computer Science, or a closely related field is required.
  • Three (3) years of progressively responsible full-time experience in the design, implementation, administration, and troubleshooting of local and wide area networks (LAN/WAN) is required.
  • Must possess a valid California Class C driver's license at the time of appointment and as a condition of continued employment, and comply with the City's Motor Vehicle Safety Policy during the course of employment.
  • Knowledge of computer based local and wide area networks.
  • Knowledge of networking concepts such as L2, L3, and routing.
  • Knowledge of integration of data and telecommunications.
  • Knowledge of principles and practices of data processing and systems administration.
  • Knowledge of network components, firewalls, and switches.
  • Knowledge of basic programming.
  • Knowledge of network troubleshooting and diagnostic techniques.
  • Knowledge of project management, asset management, and change management control processes.
  • Knowledge of research techniques to solve technical problems.
  • Knowledge of interpersonal skills using tact, patience, and courtesy.
  • Knowledge of District organization, operations, policies and objectives.
  • Knowledge of English usage, grammar, spelling, punctuation, and vocabulary.
  • Ability to plan, design, organize, and implement a network with multiple servers.
  • Ability to analyze and evaluate the needs of users and develop solutions.
  • Ability to install, configure, maintain and troubleshoot equipment, systems and programs.
  • Ability to configure, maintain, and troubleshoot a variety of web server systems.
  • Ability to maintain web security.
  • Ability to prepare and maintain maintenance and repair records, and reports.
  • Ability to establish and maintain cooperative and effective working relationships with others.

Nice To Haves

  • Two (2) years of full-time municipal or public sector IT experience is highly desirable.
  • Knowledge of cybersecurity principles and practices is highly desirable.

Responsibilities

  • Administer and maintain Microsoft 365 services, including Exchange Online, Entra ID, Purview, SharePoint, OneDrive, and Teams
  • Manage server hardware in an enterprise environment, including data center maintenance, server installation, and network storage management
  • Oversee and maintain virtualized platform, such as VMware vSphere, ProxMox
  • Configure and manage network equipment, including routers, switches, firewalls, VPNs, and wireless access points
  • Administer Windows Server environments, local and cloud, including Active Directory, Entra ID, File/Print servers, Group Policy, DNS, and DHCP
  • Oversee backup solutions, disaster recovery, and business continuity processes to ensure data integrity and system availability
  • Implement and monitor security principles, including Endpoint Detection and Response (EDR) solutions, and perform security audits to protect systems and equipment
  • Utilize scripting languages, particularly PowerShell, to automate tasks and improve system efficiency
  • Analyze client requirements for new and existing systems, recommend solutions, and design systems to enhance automation and productivity
  • Provide technical guidance and training to end users to support effective use of IT systems
  • Research, assess, and recommend new technologies to improve network operations and city processes
  • Prepare clear, concise, and accurate documentation for systems, networks, and processes
  • Collaborate with the Systems Analyst and other IT professionals on system deployment, network modifications, and IT projects
  • Exercise sound independent judgment within general policy guidelines while handling sensitive or confidential issues with tact and diplomacy
