About The Position

The Information Technology (IT) Manager leads and oversees all IT operations at the Clay County Utility Authority (CCUA). This role requires a dynamic leader with proven technical expertise and the ability to guide a high-performing IT team. The IT Manager is responsible for maintaining secure, efficient, and adaptable enterprise IT systems, developing annual business plans and budgets, and ensuring alignment with organizational goals.

Requirements

  • Bachelor’s degree in Information Technology, Computer Science, or Cybersecurity (ABET-accredited institution preferred).
  • Minimum five (5) years of progressive IT experience, including leadership or management responsibilities in areas such as computers, networks, security, and programming.
  • Minimum two (2) years supporting Enterprise Resource Platforms (e.g., Workday, Oracle/PeopleSoft, SAP) preferred.
  • Certifications required: CompTIA Network+ and Security+.
  • Deep understanding of enterprise IT systems, core IT processes, ERP platforms, cybersecurity, and IT process frameworks.
  • Strong project management, business continuity, and disaster recovery planning skills.
  • Demonstrated leadership in building, mentoring, and retaining high-performing IT teams.
  • Commitment to exceptional customer service and the ability to translate client needs into actionable solutions.
  • Excellent communication skills, with the ability to explain complex technical concepts to non-technical stakeholders.
  • Superior organizational and time management abilities; adept at planning and executing strategic initiatives.
  • Advanced analytical, problem-solving, and decision-making skills.
  • Proficiency in Microsoft and Linux/Unix operating systems, Microsoft server applications (MSSQL, Active Directory, Exchange/Microsoft 365); FileMaker, Visual Studio, Cisco IOS, VMware, Dell EMC Networker, Financial ERP software, FortiOS, Python scripting, and business intelligence visualization tools.
  • Familiarity with utility industry solutions (e.g., GIS, SCADA systems).
  • Must be able to respond quickly to IT incidents and adapt to a fast-paced, evolving environment.

Nice To Haves

  • Certifications preferred: CompTIA CASP+, ISC2 CISSP, ISACA CISM, CGEIT.

Responsibilities

  • Direct and supervise the IT Department, ensuring optimal operation of servers, networks, databases, and cloud infrastructure (e.g., Workday, SpryPoint).
  • Guarantee secure, efficient, and effective functioning of all IT systems, software, and hardware to meet the needs of both customers and employees.
  • Lead IT team operations, including planning, budgeting, goal setting, and performance management; foster a collaborative and successful team environment.
  • Provide technical leadership, support, training, and problem-solving guidance to internal customers; step into other IT roles as needed.
  • Manage IT budgets, prioritize equipment purchases, conduct risk/benefit analyses for new technologies, and present recommendations to executive management.
  • Ensure IT systems remain secure, efficient, and responsive to evolving business needs.
  • Collaborate with other departments to integrate and operate software applications (e.g., utility billing, GIS, customer service tools).
  • Oversee compliance, ensuring all IT activities adhere to relevant laws, codes, and regulations; lead cybersecurity initiatives and enforce system policies and procedures.
