About The Position

The Ohio Industrial Commission (OIC), Office of Information Technology, is seeking an experienced technology manager. The ideal candidate must be able to manage a team of technical staff tasked with planning, implementing, and monitoring OIC's Infrastructure, as well as providing operational support for OIC's applications and users. This position is filled through an assessment consisting of an in person structured interview at the William Green Building in Columbus, Ohio. This position requires travel; therefore, the person occupying this position must be able to provide his/her own transportation &or legally operate a state-owned vehicle. This is an on-site position and in-office presence is required. The hourly wage for this position is not negotiable. For applicants who are not current State of Ohio employees, the starting wage will be the hourly rate listed on this posting. Successful employees will move up a step in the salary range within one year, and in most cases within four to six months, with subsequent step increases occurring annually. Requirements

  • 8 1/2 years (102 mos.) exp. commensurate with job duties to be performed & knowledges & skills required as outlined in approved position description on file for position to be filled as advertised in job posting.
  • 18 months exp. in performing project management functions as defined in series purpose.
  • Completion of undergraduate core coursework in computer science, or completion of undergraduate core coursework in any academic major which included at least one course in each of the following: advanced-level computer programming language (for example, COBOL, Delphi, Java, Powerbuilder, Visual Basic, Pl 1, SAS PCS, Pacbase, Full Visual Suite, Designer 2000, Developer 2000, C, C++, Visual C, ECL, or Visual Studio), logic-based mathematics, data base concepts (for example, Oracle, Microsoft Access, Paradox, Sybase, IMS DB, DB2, Cache, DMS, or RDMS), computer systems analysis & design, & basic data processing concepts; additional 6 1/2 years (78 mos.) exp. commensurate with job duties to be performed & knowledges & skills required as outlined in approved position description on file for position to be filled as advertised in job posting.; 18 mos. exp. in performing project management functions as defined in series purpose.
  • 12 mos. exp. as Information Technology Supervisor 3, 64119, or equivalent.
  • In offices of statewide information technology policy & planning, positions require completion of undergraduate core coursework in computer science, or completion of undergraduate core coursework in any academic major which included at least one course in each of the following: advanced-level computer programming language (for example, COBOL, Delphi, Java, Powerbuilder, Visual Basic, Pl 1, SAS PCS, Pacbase, Full Visual Suite, Designer 2000, Developer 2000, C, C++, Visual C, ECL, or Visual Studio), logic-based mathematics, data base concepts (for example, Oracle, Microsoft Access, Paradox, Sybase, IMS DB, DB2, Cache, DMS, or RDMS), computer systems analysis & design, & basic data processing concepts; 3 yrs. exp. in utilizing word processing software; 3 yrs. exp. in utilizing internet browser(s) for research; 54 mos. exp. which included following: knowledge of information technology architecture components, developing information technology strategic plans, preparing & making presentations/public speaking, writing information technology related policy & procedures, preparing & monitoring budget, providing cost & resources estimates, & contract management; 2 yrs. exp. in utilizing e-mail system; 18 mos. exp. in project management or lead role on information technology project;12 mos. exp. in utilizing spreadsheet software; 12 mos. exp. as Information Technology Supervisor 3, 64119, or equivalent.
  • Equivalent of Minimum Class Qualifications For Employment noted above.
  • Thorough knowledge of computer network, hardware, software, operating systems & procedures.
  • Ability to manage a team of technical staff tasked with planning, implementing, and monitoring OIC's Infrastructure, as well as providing operational support for OIC's applications and users.
  • Ability to provide his/her own transportation &or legally operate a state-owned vehicle.

Responsibilities

  • Supervises computer personnel engaged in design, implementation & maintenance of computer networks.
  • Has overall responsibility for four sections of information technology professionals (Network, Server, Desktop Support & Operations).
  • Provides high level project management, directs & oversees activities of each team in network support/response services, monitoring, & maintenance.
  • Monitors section activities.
  • Participates in long-range planning for designing, purchasing, & installing information technology equipment.
  • Plans, coordinates, & performs systems upgrades with other IT groups, vendors & inter-agency departments.
  • Evaluates cost & feasibility of hardware, software and/or vendor provided solutions.
  • Oversees activities & provides supervision to contract staff.
  • Reviews policies, procedures, & documentation relative to network systems functionality.
  • Monitors work in progress, orients & trains new staff, and/or recommends training seminars/classes.
  • Prepares budget, & works with other managers to ensure standardization of policies, procedures, & quality of services enterprise-wide.
  • Confers with users, vendors & other section/department managers to exchange information, resolves difficult or technical problems, and/or coordinates operations.
  • Attends management-level meetings & provides expert advice to higher level management personnel.
  • Researches & refers to technical manuals for problem resolution & guidance.
  • Attends meetings to discuss projects & to participate in the development/revision of applications & their associated impact on network performance/operation.
  • Acts as liaison to OIT, IT, & other departments for linking & sharing of computer & communications equipment.
  • Attends industry standard seminars & conferences.
  • Provides operational support for the platforms and applications used by the Ohio Industrial Commission.
