About The Position

This position is in Ramsey County’s Information Services department. The role provides technical leadership for the County’s information technology infrastructure, with work focused on network services, systems administration, or geographic information systems (GIS). The posting emphasizes network architecture and strategy across more than 50 sites and hybrid cloud/on-premises environments, including lifecycle management, modernization, and standards for wired, wireless, WAN, data center, and cloud networking. The technical lead works with Security, Telecommunications, Infrastructure, Facilities, construction partners, and departmental stakeholders to support resilient connectivity and integrate network infrastructure into building and remodeling projects. The position serves as a subject matter expert and “go-to” resource for complex technical work, supports and guides less experienced staff, and leads project teams implementing and maintaining County infrastructure. Projects may be large, resource-intensive, and broadly impactful. The role also contributes to strategic planning, evaluates technical proposals, oversees vendor and consulting work, and performs related duties as assigned. Work may include overseeing architecture and databases for on-premises and County-managed cloud applications. The position is eligible for flexible work: employees may choose to work in-office full-time or use a flex schedule with at least two days per week in the office and other days in a remote-first environment. On-site responsibilities and flexibility beyond the policy minimum are expected. Regular attendance according to the approved work schedule is required.

  • Expert technical knowledge in the assigned primary area and the ability to handle complex technology tasks, projects, and issues.
  • Ability to provide the complete range of networking and server support abilities and supervise the work of project teams.
  • Regular attendance according to the position’s management-approved work schedule.

Responsibilities

  • Act as the technical expert in network services, systems administration, or GIS and oversee less experienced staff, including providing instruction to technical staff and departmental customers.
  • Support and troubleshoot difficult server, network-based, or GIS problems, and resolve user technical problems involving equipment, operating systems, and network-related software.
  • Analyze and document technical problems; prepare vendor submissions and coordinate with outside resources to resolve hardware or software issues.
  • Evaluate technical proposals for suitability and compatibility with Ramsey County business processes and operations.
  • Summarize and report recommendations and impacts of proposed hardware and software changes or purchases to departments and Information Services management.
  • Manage and oversee applications and infrastructure in assigned areas, using monitoring, diagnostic, and vulnerability tools; develop security plans and procedures; plan major improvements; and research associated products, services, standards, and guidelines.
  • Create, test, and maintain disaster recovery plans for assigned technologies, including critical processes, recovery materials, site requirements, and communications between Information Services and County departments.
  • Work with Information Services supervisors or managers and departmental customers to establish project timelines and priorities, assess costs and resources, support strategic planning, and contribute to procurement processes.
  • Lead and direct interdepartmental project teams for large hardware or software projects; assign tasks, monitor progress, and evaluate performance.
  • Oversee consulting and contracted technical or vendor services for County computer infrastructure, ensuring work meets agreements and timelines.
  • Consult with system-design consultants and vendors regarding new products, expansions, and upgrades; gather expert input, organize team assessments, estimate preliminary cost impacts, and submit recommendations to senior management.
  • Oversee design and implementation of architecture and databases for on-premises and County-managed cloud applications, including associated extensions and data models.
  • Collaborate with Security, Telecommunications, Infrastructure, Facilities, construction partners, and departmental stakeholders to support resilient network connectivity and incorporate infrastructure into building and remodeling projects.
