The Independent Certification Engineer is aligned with the GSA Labor Category: Senior Consultant and requires relevant Energy Industry experience (Oil, Gas/Power, Utilities). The role involves providing Independent Engineering (IE) advisory services focused on Risk Management solutions for clients like the DOE's Energy Dominance Financing (EDF) Program. The Independent Certification Engineer supports validation of Conditions Precedent, disbursement certification, milestone certification, and completion certification. This role delivers technically defensible IE advisory services by converting engineering, construction, compliance, operating, commercial, and risk findings into lender-ready due diligence, monitoring, certification, and decision-support outputs. The specialist will provide Compliance / Technical support as part of an IE Advisory Services | EDF Advisory / Technical Due Diligence / Credit Evaluation / Lifecycle Monitoring Team. Key activities include validating Conditions Precedent, construction progress, eligible project costs, and disbursement requests; overseeing completion testing and performance verification; and providing assessments that support technical due diligence, credit evaluation, construction monitoring, EPC oversight, operational readiness, long-term debt-service viability, and independent engineering assurance throughout the project lifecycle.
