About The Position

ProSidian seeks an Independent Certification Engineer | Compliance / Risk / Regulatory: Risk, Compliance & Independent Certification Support [DOE0017017] for Program Support on an Exempt 1099 Contract. This role is remote within the USA, with on-site meetings expected, and is located in Washington, DC / Nationwide. The position supports the US Department of Energy's Loan Programs Office (LPO), which provides debt financing for energy infrastructure projects. The Independent Certification Engineer is aligned with the GSA Labor Category: Senior Consultant and requires relevant Energy Industry experience (Oil, Gas/Power, Utilities). The role involves providing Independent Engineering (IE) advisory services focused on Risk Management solutions for clients like the DOE's Energy Dominance Financing (EDF) Program. The Independent Certification Engineer supports validation of Conditions Precedent, disbursement certification, milestone certification, and completion certification. This role delivers technically defensible IE advisory services by converting engineering, construction, compliance, operating, commercial, and risk findings into lender-ready due diligence, monitoring, certification, and decision-support outputs. The specialist will provide Compliance / Technical support as part of an IE Advisory Services | EDF Advisory / Technical Due Diligence / Credit Evaluation / Lifecycle Monitoring Team. Key activities include validating Conditions Precedent, construction progress, eligible project costs, and disbursement requests; overseeing completion testing and performance verification; and providing assessments that support technical due diligence, credit evaluation, construction monitoring, EPC oversight, operational readiness, long-term debt-service viability, and independent engineering assurance throughout the project lifecycle.

Responsibilities

  • Provides Independent Engineering advisory support for Energy Dominance Financing (EDF) Program technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities, with emphasis on conditions precedent, eligible costs, construction progress, completion tests, and completion certification.
  • Reviews project documentation, evaluates technical and commercial interfaces, identifies risks and mitigations, validates assumptions, supports conditions precedent and disbursement readiness reviews where applicable, and prepares defensible work products including certification packages, test evidence, progress validation, disbursement support, and completion opinions.
  • Coordinates with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to support timely lender and DOE decision-making.
