About The Position

ProSidian seeks an Independent Certification Engineer | Compliance / Risk / Regulatory: Risk, Compliance & Independent Certification Support [DOE0017017] for Program Support on an Exempt 1099 Contract: No Overtime Pay Basis Remote (within USA - W/ On-Site Meetings Expected) in The CONUS - Located In Washington, DC / Nationwide (Remote Project Support Across the United States) Area. This role supports a department within the US Department of Energy (DOE), specifically The Loan Programs Office (LPO), which provides debt financing for energy infrastructure projects. The position is aligned with the GSA Labor Category: Senior Consultant and requires relevant Energy Industry experience (Oil, Gas/Power, Utilities). The Independent Certification Engineer will provide services and support aligned with the Compliance / Risk / Regulatory: Risk, Compliance & Independent Certification Support Functional Area, focusing on Risk Management Solutions for clients like the DOE. The role involves supporting CP validation, disbursement certification, milestone certification, and completion certification, converting engineering, construction, compliance, operating, commercial, and risk findings into lender-ready due diligence, monitoring, certification, and decision-support outputs. This includes validating Conditions Precedent, construction progress, eligible project costs, and disbursement requests; overseeing completion testing and performance verification; and providing assessments that support technical due diligence, credit evaluation, construction monitoring, EPC oversight, operational readiness, and long-term debt-service viability.

Requirements

Relevant Energy Industry (Oil, And Gas/Power, And Utilities) Sector Experience
Functional and technical area expertise also ideal
Understanding and proficiency with business tools and technology, including Microsoft Office.
Advanced proficiency with Excel, Access, Outlook, PowerPoint, and Word.
Proficient with Adobe Acrobat, data analytics tools, and Visio.
Able to quickly learn other tools as needed.

Senior Consultant II

Responsibilities

Provides Independent Engineering advisory support for Energy Dominance Financing (EDF) Program technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities, with emphasis on conditions precedent, eligible costs, construction progress, completion tests, and completion certification.
Reviews project documentation, evaluates technical and commercial interfaces, identifies risks and mitigations, validates assumptions, supports conditions precedent and disbursement readiness reviews where applicable, and prepares defensible work products including certification packages, test evidence, progress validation, disbursement support, and completion opinions.
Coordinates with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to support timely lender and DOE decision-making.
Supports CP validation, disbursement certification, milestone certification, and completion certification.
Serves as a Independent Certification Engineer within the Compliance / Risk / Regulatory: Risk, Compliance & Independent Certification Support swim lane, delivering bankable, technically defensible Independent Engineering advisory services by converting discipline-specific engineering, construction, compliance, operating, commercial, and risk findings into lender-ready due diligence, monitoring, certification, and decision-support outputs.
Provides Compliance / Risk / Regulatory: Risk, Compliance & Independent Certification Support Compliance / Technical as part of an Independent Engineering (IE) Advisory Services | Energy Dominance Financing (EDF) Advisory / Technical Due Diligence / Credit Evaluation / Lifecycle Monitoring Team that provides Engineering Services.
Validates Conditions Precedent, construction progress, eligible project costs, and disbursement requests.
Oversees completion testing and performance verification.
Provides milestone, completion, and certification assessments that support technical due diligence, credit evaluation, construction monitoring, EPC oversight, operational readiness, long-term debt-service viability, and independent engineering assurance throughout the project lifecycle.
