About The Position

The Port of Seattle is seeking an ICT Partnerships Manager to oversee end-to-end contract lifecycle management, procurement coordination, budget support, vendor management, and payment process facilitation for over 200 ICT contracts and procurements. This role requires maintaining an accurate portfolio of ICT contracts, ensuring compliance with audit and procurement information, and developing standard operating procedures. The manager will act as a subject-matter expert and strategic partner, managing all authorization, procurement, and preparatory needs for contract negotiations and payments. They will be the primary point of contact for vendors, support vendor sourcing and selection, lead Acquisition Planning Meetings, and recommend procurement methods. The role also involves researching industry Terms and Conditions best practices, identifying risk-reduction opportunities (e.g., cyber security, data privacy), providing budget input for technology contract commitments, and supporting payment staff for accurate and timely processing. Requirements

  • Four (4) years of experience managing a portfolio of contracts.
  • Detail-oriented: ability to manage multiple high-profile projects, maintain up-to-date complex information, and develop organized plans.
  • Analytical: possess effective negotiation and conflict resolution skills.
  • Ability to develop and maintain stakeholder relationships with a diverse group of professionals at various levels, both internal and external.
  • Articulate: ability to influence others by actively listening, understanding relevant facts, and clearly explaining the importance of requested actions.
  • Technically savvy: proficient in Microsoft Office tools, SharePoint, Workflows, and FreshService, with the ability to learn new technology and understand complex system relationships.
  • Commitment to equity and exemplifying shared values, behaviors, and practices.
  • Must establish Washington state residency within 30 days of employment and maintain it throughout employment.
  • Must pass a Transportation Security Administration (TSA) background check and a criminal history background check with the Federal Bureau of Investigation (FBI).

Responsibilities

  • Manage authorization, procurement, or preparatory needs for upcoming contract negotiations and recurring payments.
  • Act as the primary point of contact for vendors throughout the contract lifecycle.
  • Provide support to Port staff on vendor-related issues.
  • Support vendor sourcing, evaluation, and selection processes in alignment with procurement policies.
  • Lead and facilitate Acquisition Planning Meetings with internal stakeholders.
  • Recommend and negotiate appropriate procurement methods for purchases in coordination with the Central Procurement Office (CPO).
  • Conduct research on industry Terms and Conditions (T&C) best practices and identify opportunities for risk-reduction in areas such as cyber security and data privacy protections.
  • Provide accurate budget input for current and upcoming technology contract commitments, including estimated annual spend projections.
  • Provide ongoing support to payment staff to ensure accurate, timely processing of contract-related payments and strong vendor relationships.
