About The Position

Guided by the agency's mission "To reduce recidivism among those we touch," the Ohio Department of Rehabilitation and Correction is looking for a dedicated security minded professional to assume the responsibilities of a Human Services Program Administrator 2 in Franklin County. Requirements

  • Completion of undergraduate core program in social or behavioral science, pre-medicine or public or business administration or accounting; 18 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider or review of such services for cost containment/budget planning; 6 mos. exp. in supervisory principles/techniques.
  • Or completion of graduate core program in social or behavioral science, medicine-related field or public or business administration or accounting; 12 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider or review of such services for cost containment/budget planning; 6 mos. exp. in supervisory principles/techniques.
  • Note: Training in business or public administration or accounting & exp. in review of services for cost containment/budgeting only pertain to medical cost containment program administrator positions.

Responsibilities

  • Works under administrative direction & requires thorough knowledge of human services program that has statewide impact
  • Plans, evaluates & directs compliance of all jails in the State of Ohio
  • Develops & maintains state standards & administrative rules
  • Assists Ohio jails in developing statewide program audit inspections/schedules & assists with inspections/reviews
  • Keeps informed of policy & procedure changes at State & Local levels
  • Develops comprehensive quality assurance plan for the Bureau of Adult Detention (BAD)
  • Analyzes inspections/audit scoring trends to provide recommendations for adjustments to jail standards & technical assistance
  • Compares inspection results/data with national trends
  • Provides technical assistance to jail officials, stakeholders, architects, constituents & elected officials
  • Works with governing boards on developing & implementing jail standards, & construction planning
  • Assists with capital grant funding for Ohio jails
  • Prepares weekly, quarterly & annual reports
  • Participates in writing goals, objectives & performance measures for Bureau
  • Assists in the development of the Ohio jail management information system
  • Responsible for supervision of staff assigned throughout the state who provide technical assistance to Jails in Ohio
  • Prioritizes & approves work schedules & itineraries
  • Assigns reviews & approves work
  • Reviews & approves work products for content & accuracy
  • Approves requests for leave, overtime, compensatory time, bi-weekly attendance reports & travel vouchers for assigned staff
  • Identifies training needs & conducts or arranges training opportunities (e.g., on-the-job & in-service)
  • Writes employee goals & completes & conducts timely performance evaluation reviews
  • Represents Bureau on committees
  • Plans & coordinates training events
  • Attends staff meetings, conferences & training sessions
  • Responds to questions & concerns & resolves problems
  • Disseminates & interprets policy & procedures
  • Responds to EEO complaints & grievances
  • Conducts investigations & presents at pre-disciplinary hearings of alleged staff misconduct
  • Responds to complaints about staff
  • Conducts staff meetings
  • Screens & interviews applicants, conduct pre-employment background investigations & makes recommendations for hire
  • Must conduct themselves professionally and in a law-abiding manner at all times & in accordance with the Department of Rehabilitation and Correction’s Standards of Employee Conduct
  • Performs other duties as assigned.
