About The Position

The Human Resources Technician performs a variety of confidential administrative work involving independent judgment in support of the Lincoln County Human Resources Department. Responsibilities include a broad range of administrative work, supporting recruitment and benefits administration, customer service and coordinating meetings and events.

Requirements

  • Associate degree in business related field plus three years of relevant work experience or a bachelor’s degree plus one year of relevant work experience.
  • Comparable combination of education and experience may be considered.

  • Experience in human resources office preferred.

Responsibilities

  • Prepare weekly Human Resources memo to the County Commissioners to ensure accurate records of employment related changes.
  • Receive, revise, assist in the preparation of, track and enter personnel action forms for departments.
  • Support recruitment efforts by assisting in preparing job postings, advertisements, mailings, and website postings.
  • Research various advertisement avenues and methods.
  • Receive, track and process job application materials and applicant statistical data.
  • Coordinate candidate recruitment.
  • Review and screen applications; interview candidates; conduct and coordinate pre-employment references; employment, drug, and background checks; and maintain recruitment-related records and the online recruitment system.
  • Coordinate staff performance evaluation process by communicating with managers, distributing evaluations, monitoring the return of evaluations and processing forms.
  • Provide general support for the office.
  • Organize and maintain employee files.
  • Process mail.
  • Oversee inventory and ordering, process invoices and receipts and coordinate billing through outside agencies and other departments.
  • Compile reports and data as requested.
  • Answer phones.
  • Greet and assist customers and applicants.
  • Respond to general questions and inquiries about a wide variety of human resource related issues and general information about Lincoln County department functions.
  • Assist with benefits related items by preparing new employee orientation packets, creating, and maintaining employee and benefit files and preparing benefits information.
  • Monitor workers' compensation claims information by reviewing first reports of injury, communicating with Claims Associates, working with supervisors to encourage return to work, and ensuring continual communication with employees.
  • Ensure compliance with medical recommendations and track all claims.
  • Assist with return-to-work issues and advise department heads on return-to-work restrictions and issues.
  • Monitor leaves for FMLA.
  • Ensure compliance with federal regulations by monitoring leave periods, tracking intermittent leave periods, and ensuring continued communication with employees.
  • Coordinate Lincoln County benefits procedures by informing new employees of available benefits, processing new hire paperwork, and processing I9 forms and verifying information.
  • Coordinate exit turnover procedures.
  • Coordinate meetings and events including training opportunities, blood drive for County employees, job fairs, benefits-related events and other events for the department.
