About The Position

This is a developmental position with known promotion potential to the target position of Human Resources Specialist, GS-0201-11. The role provides recruitment and placement advice and guidance to managers in support of the installation Civilian Personnel Office. At the GS-11 level, the primary purpose is to provide recruitment and placement advice and guidance to managers in support of the installation Civilian Personnel Office. The specialist performs the full range of Recruitment and Placement advisory services and provides continuing technical advice and assistance to management on Human Resources Programs.

Requirements

  • Must be able to obtain and maintain a secret security clearance.
  • If authorized, PCS will be paid IAW JTR and AF Regulations.

  • This position is subject to provisions of the DoD Priority Placement Program.
  • Employee must maintain current certifications.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

  • SPECIALIZED EXPERIENCE, GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of standard recruitment and placement principles and practices and of the occupational design of various types of positions to analyze position requirements and to decide upon and apply a standardized recruitment strategy. Knowledge of the standard principles and practices of recruitment and placement to apply to issues and problems of limited scope and complexity. Knowledge of merit promotion and affirmative employment programs, plans, and techniques in order to effectively apply them. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
  • EDUCATION: Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in Human Resources or a subject area related to the position and am claiming Superior Academic Achievement.
  • COMBINATION OF EXPERIENCE AND EDUCATION: Having less than the full amount of specialized experience described in the job opportunity announcement; however, some graduated-level education completed.
  • SPECIALIZED EXPERIENCE, GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of standard recruitment and placement principles and practices and of the occupational design of positions within assigned organizations to analyze position requirements and to decide upon and apply a standardized recruitment strategy. Knowledge of the standard principles and practices of recruitment and placement to apply them to issues and problems. Knowledge of merit promotion and affirmative employment programs, plans, and techniques in order to effectively apply them. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
  • EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.
  • COMBINATION OF EXPERIENCE AND EDUCATION: Having less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree.
  • KNOWLEDGE, SKILLS AND ABILITIES (KSAs), GS-07 and GS-09: Knowledge of basic principles of the classified titled or related field. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn basic techniques of the classified title. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers.
  • SPECIALIZED EXPERIENCE, GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Federal HR recruitment, placement and affirmative employment concepts, principles, regulations, programs and practices to recommend innovative methods and strategies to resolve problems of job turnover, workforce planning, downsizing, and reinvention initiatives. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
  • EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, major areas of study such as Human Resources, Organizational Management, Organizational Development, Program Management, or related field of study.
  • COMBINATION OF EXPERIENCE AND EDUCATION: Having less than the full amount of specialized experience required but more than 2 years of graduate level education with a major or subject area related to the position to be filled.
  • KNOWLEDGE, SKILLS AND ABILITIES (KSAs), GS-11: Knowledge of, and skill in applying wide range of laws, Executive orders, regulations, policies, concepts, and various HR policies, practices, procedures, and management controls of the civilian recruitment and placement functions. Knowledge of, and skill in applying, a wide range of civilian Human Resource Management concepts, principles, and practices; local and higher level HRM procedures; the mission, functions, and programs of assigned organizations; and analytical and evaluative techniques. Knowledge necessary to provide guidance to management on all civilian recruitment and placement issues. Ability to communicate, both orally and in writing.
  • FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
  • VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
