About The Position

Serves as a Human Resources Specialist working in Civilian Human Resources Agency (CHRA), Health Services and Department of War Education Activity HR Directorate (HSDHRD), DoWEA CHRSC. Duties include utilizing authoritative knowledge and skill in applying the full range of HR methods, principles, practices, and evaluative methodologies sufficient to advise on and/or resolve the full range of operational problems. This role involves using detailed analytical methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management to find appropriate HR solutions. The specialist will manage and maintain full visibility over all Request for Personnel Action (RPAs) from cradle to grave, and provide advice/assistance in all stages of the recruitment process. Additionally, the position requires providing guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria, as well as developing long and short range staffing plans to meet forecasted mission requirements. The role may also involve using non-standard operating practices or highly modified HR work procedures for delivering effective HR services to customers.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment.
  • A background investigation and credit check are required.
  • One year of specialized experience which includes interpreting and analyzing civilian human resources (HR) laws and regulations to provide expert advisory services on complex recruitment and staffing functions for special placement programs, competitive and non-competitive recruitment strategies, special hiring authorities, and/or special pay incentives.
  • Experience developing solutions to complex civilian human resources problems/issues.
  • Experience resolving complex pay setting inquiries.
  • Experience using human resources automated systems to create a variety of human resources products such as job analysis, vacancy announcements, referral lists, coding personnel actions, etc.
  • Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
  • Must provide proof of U.S. Citizenship.
  • Requires a 1 year probationary period.
  • Direct deposit of pay is required.
