About The Position

This is a developmental position for a Human Resources Specialist (Recruitment & Placement) under the guidance of a higher-graded specialist or supervisor. The role involves providing a range of human resources services in recruitment and placement, applying fundamental HR management principles, and using standardized analytical methods. The specialist will work in conformance with established practices and prescribed procedures, using applicable guidelines to complete assignments that are typically a complete segment of a broader HR assignment.

Requirements

  • Must be a U.S. citizen.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • Selectees are required to have a REAL ID or other acceptable identification documents to access certain federal facilities.
  • Must meet ONE of the following eligibility requirements: A person who was awarded a degree by an institution of higher education not more than two years before the date of the appointment - OR - A person who has completed a period of obligated service in a uniformed service of more than four years and was awarded a degree by an institution of higher education not more than four years before the date of the appointment.
  • Must provide supporting eligibility documentation (i.e., transcript or other official documentation showing the date you completed or will complete the requirements for a diploma, degree, or certificate; and veterans' documents (including DD- 214), if applicable).
  • Resume and supporting documentation must support Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.
  • To qualify at the GS-7 level, applicants must possess one year of specialized experience equivalent to the GS-5 level or equivalent under other pay systems in the Federal service, military, or private sector.
  • Applicants must meet eligibility requirements, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.
  • Possess at least one full year of graduate level study, or possess a Master's or higher degree in a field that provided the knowledge, skills, and abilities to do the work of the position. Such fields include Human Resources, Business Administration, or other business-related fields.
  • If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation.

Nice To Haves

  • For selected applicants new to Federal civilian service, this position does not meet the regulatory requirements for an advanced in hire rate, therefore, pay will be set at the Step 1 of the applicable rate range.
  • For selected applicants who are current Federal civilian employees or have prior Federal civilian service, pay will be set in accordance with applicable pay setting laws, regulations, policies and guidance.

Responsibilities

  • Providing a range of human resources (HR) services in recruitment and placement.
  • Applying fundamental human resources management methods, principles, and practices of assigned specializations and standardized analytical and evaluative methods and techniques.
  • Applying specific rules, regulations, and procedures to independently complete assignments that typically comprise a complete segment of an HR assignment or broader scope.
  • Working in conformance with established practices and prescribed procedures using a number of guidelines directly applicable to the assignment.
  • Reviewing and processing human resources documentation.
  • Giving oral presentations to employees, peers, or management on topics related to human resources.
  • Applying specific rules, regulations, or procedures to complete human resources related assignments.
  • Maintaining relationships with internal and/or external customers or associates.
