About The Position

The primary purpose of this position is to serve as a Human Resources Specialist (Recruitment & Placement), with responsibility for planning, developing and carrying out the full range of recruitment, placement, affirmative employment and related management advisory services for assigned organizations. This is a developmental position with known promotion potential to the target position of 9P9G614, Human Resources Specialist (Recruitment & Placement), GS-0201-09. The specialist provides recruitment and placement services to assigned installation-level organizations, as well as affirmative employment advisory services. They also participate in special initiatives, studies and projects, and affirmative employment activities, and prepare written correspondence and other documents.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • May be required to travel by military and/or civilian aircraft in the performance of official duties
  • SPECIALIZED EXPERIENCE (GS-07): At least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples include: Assisting higher graded specialists in performing recruitment and placement services for organizations that are moderately complex and relatively stable; Assisting other specialists in processing a variety of requests for personnel action to fill positions and/or to career promote, reassign, or otherwise place employees; Learning to conduct job analyses, developing and validating promotion patterns which show the knowledge, skills, abilities, and other requirements for the positions to be filled; Assisting higher grade specialist in recommending strategies for overcoming employment and promotion barriers.
  • SPECIALIZED EXPERIENCE (GS-09): At least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples include: Performing recruitment and placement services for organizations that are moderately complex and relatively stable; Processing a variety of requests for personnel action to fill positions and/or to career promote, reassign, or otherwise place employees; Conducting job analyses and developing and validating promotion patterns which show the knowledge, skills, abilities, and other requirements for the positions to be filled; Recommending strategies for overcoming employment and promotion barriers.
  • Knowledge of basic principles of the Human Resources Specialist field.
  • Skill in communicating factual and procedural information clearly, orally and in writing.
  • Ability to learn basic techniques of the Human Resources Specialist (Recruitment & Placement).
  • Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
  • Ability to plan and organize work, and consult effectively with co-workers.
  • Knowledge of fundamental Federal HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques.
  • Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
  • Skill in applying basic principles, provisions, laws, regulations, practices and techniques of staffing and recruitment.
  • Ability to gather and analyze facts, and draw conclusions from information.
  • Ability to communicate information clearly, orally, and in writing.
  • Merit promotion applicants must meet applicable time-in-grade requirements. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
  • Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
