About The Position

The Division of Behavioral Health and Recovery is seeking to hire a Human Resources Representative to perform a variety of professional human resource activities for the employees of the Alton Mental Health Center located in Alton, Illinois. This role involves preparing personnel transactions and job descriptions, serving as the facility's benefits representative, maintaining employee records, assisting in the review and approval of leaves of absence, and coordinating the personnel classifications program. The position requires interpreting and implementing various HR manuals, rules, and policies, and conducting annual reviews of employee records for negative actions. The Human Resources Representative will also post data for statistical reports and perform other assigned duties within the scope of the role.

Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  • Requires one (1) year of professional experience, preferably in human resources, or satisfactory completion of an approved training program.
  • Requires one (1) year of professional experience related to employee transactions for a human resources program.
  • Requires the ability to utilize office equipment, including personal computers.
  • Requires ability to pass the IDHS background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.

Nice To Haves

  • One (1) year of professional experience related to employee transactions for a human resources program.
  • Two (2) years of professional experience working with the Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, departmental policies and procedures for a public or private organization.
  • Two (2) years of professional experience performing human resource duties in the evaluation, interpretation and execution of specialized human resource activities.
  • Three (3) years of professional experience in a private or public organization maintaining confidentiality and handling sensitive information with professionalism.
  • Two (2) years of professional experience working with the Family Medical Leave Act (FMLA) for a public or private organization.
  • Two (2) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
  • Three (3) years of basic proficiency working with computer programs, such as Microsoft Word, Excel, etc., including developing spreadsheets and tracking information within a database.

Responsibilities

  • Performs a variety of professional human resource activities for the employees of Alton Mental Health Center.
  • Serves as facility’s benefits representative to include group insurance, retirement and deferred compensation.
  • Implements the facility’s employee performance evaluation program.
  • Assists in reviewing and approving all employee requests for Leaves of Absence (LOA).
  • Coordinates the personnel classifications program.
  • Posts data to computer for statistical reports.
  • Interprets and implements all aspect of the DCMS Transaction & Classification Manuals, Personnel Rules, Pay Plan and DHS/AMHC Policies and Procedures.
  • Conducts annual review of Nurse Aide Registry (NAR) and National Practitioner Data Bank (NPDR) to verify that there are no negative actions for facility employees.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
