About The Position

The Human Resources Representative performs administrative support duties related to recruiting, processing personnel actions, conducting new-associate orientation and exit interviews, and administering performance appraisals. The position is at Naval Base Kitsap in Bremerton, Washington, with Navy Exchange Service Command (NEXCOM). The role also supports wage surveys, prepares statistical reports, maintains personnel records, assists with retention registers and notifications, administers the Status of Forces Agreement (SOFA) sponsorship program for applicable applicants, processes workers’ compensation claims, and may coordinate official travel arrangements. Other related duties may be assigned.

Requirements

One year of general office clerical experience demonstrating the ability to perform clerical duties satisfactorily, or qualifying education substituted under the stated rules.
One year of specialized experience applying knowledge of rules, regulations, procedures, and program requirements in one or more personnel disciplines, such as staffing, benefits, or compensation, or qualifying education substituted under the stated rules.
For substitution of general experience, college, university, or junior college study above high-school level may substitute at one-half academic year for six months of experience. Business or technical school or comparable study above high-school level may qualify when subjects include business, English, office automation, business mathematics, bookkeeping, or accounting. Training limited primarily to typing basics or refresher courses does not qualify.
For substitution of the first year of specialized experience, qualifying college, university, or junior college study above high-school level may substitute at one-half academic year for six months of specialized experience, provided it includes at least six semester hours or equivalent per year in subjects closely related to personnel. Examples include statistics, psychology, sociology or other social sciences, English composition, journalism or other writing-focused courses, public administration, personnel administration, industrial relations, related personnel courses, organization management, and management analysis.

Responsibilities

Recruit applicants for exempt and nonexempt positions by reviewing requisitions, preparing vacancy announcements, placing advertisements when needed, screening applications, and reviewing personnel records for eligibility.
Prepare and process personnel actions, including new hires, pay changes, promotions, transfers, and classifications, using the automated personnel system database.
Conduct orientation sessions to familiarize new associates with personnel policies and benefits, and conduct exit interviews for departing associates.
Administer the annual work performance appraisal program by forwarding forms to supervisors before their due dates, reviewing returned forms for completeness, and preparing required reports.
Provide clerical support for annual area wage surveys, including contacting department managers and union officials, identifying data collectors, and corresponding with companies to request participation and schedule appointments.
Compile statistical data for reports, research records, and coordinate with managers as needed.
Work with the supervisor on BBAs, establish retention registers for affected areas, and prepare notification letters based on rights determined by supervisors.
Implement the SOFA sponsorship program for applicable applicants, verify requirements before referral to selecting officials, and complete processing according to established procedures.
Prepare forms, letters, messages, and reports, and maintain and file correspondence in employee personnel jackets.
Process workers’ compensation claims according to established procedures, as necessary.
Coordinate and initiate official travel arrangements for Navy Exchange personnel, as needed.
Perform other related duties as assigned.
