About The Position

The Department of Human Resources is seeking an HR Generalist II to provide comprehensive day-to-day human resources support to the Mayor’s Office. Working closely with the Chief of Shared Services, managers, and employees, this position serves as a trusted HR partner, delivering operational support across multiple human resources functions. Responsibilities include recruitment and staffing, onboarding and offboarding, leave administration, compensation and classification support, and general human resources administration. The ideal candidate is customer-focused, detail-oriented, and committed to delivering high-quality HR services while ensuring compliance with applicable laws, policies, and best practices.

Requirements

  • Bachelor’s degree in business administration, Human Resources, or a related field AND Have three years of experience in human resources administration.
  • Have an equivalent combination of education and experience.
  • Knowledge of Federal/State/Local regulations affecting employment and human capital management including but not limited to FLSA, ADA and EEO.
  • Knowledge of and skill in applying the fundamental human resources management (HRM) principles, practices and techniques in the applicable disciplines (Recruitment, Classification & Compensation, Professional Development, HRIS, or Benefits/Wellness) of HR; and basic knowledge of the other disciplines.
  • Knowledge of automated office systems and word processing software.
  • Ability to exercise sound judgement and maintain confidentiality in all tasks.
  • Ability to interpret and implement human resources policies and procedures.
  • Ability to deal with a variety of situations and problems under specified time constraints.
  • Ability to communicate effectively with employees, applicants and management orally and in writing.
  • Ability to develop, analyze and manipulate data from various databases to produce reports and spreadsheets.
  • Ability to conduct research, compile data and prepare statistical and narrative reports.
  • Ability to deal effectively with City employees elected officials and the public.
  • Ability to maintain human resources records.

Responsibilities

  • Prepares job announcements/advertisements and supplemental questions for vacant positions, creates job requisitions and works with recruitment to advertise position.
  • Requests examinations and eligibility lists from the Department of Human Resources; provides information on requests.
  • Reviews and evaluates job applications to determine if applicants possess the minimum qualifications desired for agency-specific classifications; screen resumes; record and acknowledge applications received.
  • Develops interview questions, schedule interviews, process new hires and onboard new employees.
  • Provide accurate communication notice to internal and external customers.
  • Manages recruitment report for hire and job changes.
  • Completes exit interviews and termination checklists.
  • Prepares human resource forms, correspondence and reports; processes forms in accordance with City administrative policies and internal agency procedures on a variety of personnel matters.
  • Enters employee changes into HRIS system.
  • Reviews, drafts and updates position descriptions.
  • Works with Classification and Compensation Analyst to reclassify positions, process changes, process salary increases, and complete compensation projects as needed.
  • Processes all changes in HRIS System and creates pay notices.
  • Assists assigned agency management and supervision in establishment of consistent disciplinary policies and procedures; counsels’ employees, supervisors and managers on grievances, disciplinary and related problems; attends and participates in Civil Service hearings on employee dismissals; arranges for witnesses and testifies on submitted materials; requests, research and compiles materials for Civil Service hearings.
  • Processes FML, ADA and requests.
  • Assists in interpreting applicable human resource law, rules and regulations, policies and procedures, and memoranda of understanding.
  • Supports planning and execution of DHR-sponsored programs, initiatives and events.
  • Partners with DHR Divisions and other agencies to develop, launch and manage various projects.
  • Performs other duties as assigned
