About The Position

This is the fourth of four levels in the Human Resources series. Incumbent performs duties of a highly technical nature and serves as a specialist in the planning and execution of instruction and/or research of assignments. This includes the ability to identify, investigate and resolve needs of Human Resources Department, Calcasieu Parish Police Jury organization, and Special Districts.

Requirements

  • Bachelor's degree and five years of related experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • Valid Driver’s License as per State law or requirement.
  • Knowledge of training facilitation methods.
  • Knowledge of curriculum development principles and practices.
  • Knowledge of program evaluation methods.
  • Knowledge of recordkeeping principles.
  • Knowledge of computers and related software applications.
  • Knowledge of human resources principles and practices.
  • Knowledge of customer service principles.
  • Knowledge of applicable Federal, State, and local laws, rules, regulations, codes, and/or statutes.
  • Knowledge of analytical and research methods.
  • Knowledge of employment cycle recruiting.
  • Knowledge of interviewing practices.
  • Experience with an applicant tracking system.
  • Ability to work independently with little direction or guidance.

Nice To Haves

  • Bachelor’s Degree in Human Resources, Business Administration, Public Administration, or a related field.
  • Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) Certification.
  • Certified Professional in Learning and Performance (CPLP) or other related certification for Training Specialist.

Responsibilities

  • Collects and compiles HR metrics and data from a variety of sources including the human resources information system (HRIS) and payroll outputs, management and employee surveys, exit interviews, employment records, government labor statistics, competitor practices, and other sources.
  • Analyze data and statistics for trends and patterns with attention to recruitment, hiring practices, motivation, turnover, and compliance with employment laws and regulations.
  • Identifies and recommends reasonable short- and long-term goals, milestones, and benchmarks for key performance metrics.
  • Based on metrics and analysis, makes recommendations for policies and activities to improve the organizational culture.
  • Develops databases and spreadsheets and prepares statistical reports and analysis.
  • Provides input towards compensation, benefits, organizational programs and analytical studies.
  • Work with departments and third party vendors to integrate and automate software and technologies.
  • Performs research related to confidential human resources issues; compiles and evaluates data; prepares related reports.
  • Assists with critical projects impacting the entire organization including revision of the Human Resources Manual, major medical initiatives, and disaster recoveries.
  • Conducts needs assessments and comparison reviews on related Human Resources topics.
  • Monitors and tracks pending legislation that has both a direct and indirect effect on employment law.
  • Remains abreast of current laws, standards, and governmental regulations to ensure compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Designs and develops measurement tools on key Human Resources functions including pre-employment processing and turn-over reporting.
  • Provides interpretation of human resources policies, practices, and work rules for employees, supervisors, and applicants; assists employees with human resources programs and processes.
  • Prepares, processes, reviews, and updates a variety of human resources information including essential employee documentation, unemployment, DOT, and/or related documents.
  • Prepares and presents related reports to Human Resources Director and / or Senior Management.
  • Coordinates a variety of employee engagement opportunities including developing employee contests and coordinating fundraising efforts.
  • Develops curriculum, classes, and/or programs based on organizational needs; researches training topics and materials.
  • Facilitates educational workshops, labs, classes, new employee orientations, or training sessions and programs; creates related materials, handouts, and/or other related items in support of sessions and programs.
  • Evaluates the effectiveness of instruction; implements necessary corrections/modifications.
  • Identifies, coordinates, and schedules classes, which includes reserving locations and facilities, coordinating training schedules, and/or performing related duties.
  • Tracks and maintains training and development records; prepares and monitors records and related reports.
  • Performs other duties of a similar nature or level.
  • This position does not require supervisory responsibilities.
