The Human Resource Analyst position is responsible for performing specialized duties of all facets of Human Resources for specified DOTD offices. While in official capacity, DOTD employees must comply with all applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives. The ideal candidate should possess the following competencies: Communicating Effectively: The ability to relay information correctly and appropriately to connect people and ideas. Following Policies & Procedures: The ability to follow, reinforce, adapt or develop policies and procedures to maintain compliance with applicable laws, rules and policies. Making Accurate Judgements: The ability to assess options, weigh risks, and make sound decisions using available information and logical reasoning.

Requirements

• Three years of human resources experience; OR Six years of full-time experience in any field; OR A bachelor’s degree.
• Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

• Serves as the primary HR contact for the District, processing personnel and payroll actions such as hires, promotions, position changes, and separations, ensuring accuracy and compliance in LaGov HCM and related systems.
• Maintains employee records and verifies employment data including pay, leave accrual, benefits, and organizational assignments; researches and resolves discrepancies in accordance with Civil Service rules and applicable laws.
• Provides support for employee benefits programs, guiding staff through new hire enrollment, annual enrollment, qualifying life events, and retirement options.
• Supports supervisors and managers with performance evaluations, disciplinary actions, ADA accommodations, and other employee relations matters.
• Assists with recruitment activities by posting vacancy announcements, responding to applicant inquiries, reviewing materials for compliance, and providing workforce reports and HR support to leadership.
