About The Position

This role offers the opportunity to make a meaningful impact within a mission-driven public agency dedicated to protecting Southeast Louisiana communities. Employees in this position gain broad exposure to all aspects of human resources, including employee relations, recruitment, benefits, Civil Service compliance, and strategic workforce support. The role also provides opportunities to collaborate closely with leadership and contribute to agency-wide initiatives and operational success. The Southeast Louisiana Flood Protection Authority - East (SLFPA-E) is an emergency-oriented agency. Part of the SLFPA-E's mission is to protect the residents of the east-bank of Jefferson Parish, St. Bernard and the east-bank of Orleans from tidal surge, wind-driven water and river flooding. In emergencies during Mississippi River flooding and Hurricane/Tropical Storm events, the incumbent will be on call and must report for duty if so required and remain on duty in such situations until released from duty by the Appointing Authority.

Requirements

  • Strong knowledge of Louisiana State Civil Service Rules and HR practices
  • Excellent communication and interpersonal skills
  • Strong organizational and time management abilities
  • Experience with HRIS systems, preferably ADP Workforce Now
  • Ability to maintain confidentiality and exercise sound judgment
  • Strong attention to detail and accuracy
  • Ability to manage multiple priorities in a fast-paced environment
  • Proficiency in Microsoft Office applications, especially Excel and Word
  • Three years of human resources experience; OR Six years of full-time experience in any field; OR A bachelor’s degree.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Prepares hire forms and personnel action forms to process employee transactions in assigned areas of responsibility while ensuring compliance with Civil Service Rules and SLFPA-E policies.
  • Coordinates with the Finance Department to ensure employees are paid accurately and timely, including proper processing of benefits and payroll deductions.
  • Prepares and processes personnel actions including promotions, reallocations, pay changes, demotions, reassignments, position changes, resignations, and related actions.
  • Provides guidance and assistance to employees regarding salary, benefits, career opportunities, vacancies, Civil Service Rules, PES procedures, agency policies, and general HR inquiries.
  • Assists supervisors and hiring managers with vacancy management, recruitment procedures, and the status of active job postings.
  • Assists employees with insurance claims, including life, accident, critical illness, and short- and long term disability claims.
  • Manages Louisiana Deferred Compensation enrollments, terminations, and contribution changes while ensuring accurate payroll deductions.
  • Drafts disciplinary correspondence, including warnings, reprimands, and investigative findings in consultation with department leadership and legal counsel.
