At the journeyman level of expertise, this position undertakes routine professional special and/or recurring assignments in the field of general personnel administration. The role involves performing a variety of routine professional assignments, including the implementation of departmental/agency processes for recruitment, selection, and placement of personnel, preparing personnel transaction forms, and maintaining/updating records. The analyst will review, understand, and interpret the RI Merit System Act and RI Personnel Rules, communicate applicable business procedures, and rectify personnel problems concerning classification, salary, employee status, layoffs, terminations, suspensions, reinstatements, reemployment, leaves, examinations, and other personnel activities. The position also involves implementing department wage and salary processes, researching and resolving conflicts in provisions, ensuring equal opportunity and ADA compliance, and assisting management in labor relations with access to confidential information. Additionally, the role includes consulting with agency staff, union representatives, and management on personnel administration issues, providing technical advice on organizational strategies, reviewing agency staffing needs and employee skills to recommend optimal utilization, and performing intermittent tasks related to employee training and public relations. The analyst will utilize electronic equipment, computer software, and automated databases for HR product research and analysis.
