The Human Resources Analyst coordinates various Williams County Human Resources programs and activities. This role involves analyzing, updating, and maintaining the position classification program, including the analysis and documentation of new positions or reclassifications, writing job descriptions, and creating/maintaining job codes and position data within all HRIS and databases. The analyst also collects and analyzes data for the annual market job study, completes compensation survey responses, and assists the HR Manager with compensation and benefits calculations for annual budgeting. Additionally, the position oversees the planning, training, administration, and compliance of the annual performance evaluation program, including document management/creation, data tracking/analysis, HRIS configuration, and employee communication. A key responsibility includes the bi-weekly audit of timesheet entries and accrued leave usage, submitting validated timesheets and reports to the Finance department for bi-weekly payroll, and executing programming, maintenance, and repairs on timeclock hardware. The role administers the HRIS platform for timekeeping, accruals, performance evaluations, and employee data tracking. It also validates, maintains, and compiles data for Title VI, E-4, and EEO4 compliance and reporting, assists the HR team in benefits administration, recruiting, and legal compliance, and aids in the rollout and implementation of HR programs. The analyst advises department heads and supervisors on HR policies, procedures, laws, and guidelines, coordinates special projects as directed by the Human Resources Director, and maintains the confidentiality of non-public records while making public records available as required by the North Dakota Century Code.
