The City of San Clemente is seeking a Human Resources Analyst II to join their Human Resources team. The classification is designated as Confidential due to regular access to labor relations information and work supporting the City's labor relations activities.

Requirements

  • Knowledge of principles, programs, and practices of human resources management, including benefits, classification and compensation, recruitment, COBRA, and Unemployment Insurance.
  • Knowledge of methods of research, program analysis, and report preparation.
  • Knowledge of public relations techniques.
  • Knowledge of basic mathematical calculations.
  • Knowledge of pertinent Federal, State and local laws, codes and regulations, and non-discrimination standards.
  • Knowledge of report writing methods and research techniques.
  • Knowledge of privacy rights governing access to liability and other records.
  • Ability to research, analyze, and evaluate programs, policies and procedures.
  • Ability to prepare clear and concise reports.
  • Ability to independently prepare correspondence and memoranda.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.
  • Ability to independently perform complex administrative and analytical activities for assigned programs and activities.
  • Ability to use independent judgment and personal initiative.
  • Ability to use modern office equipment and applicable software, including spreadsheets and other data base management programs.
  • Ability to analyze problems, identify alternative solutions, anticipate consequences of proposed actions, and implement recommendations.
  • Ability to answer questions and advise staff, and resolve problems regarding benefits programs, plan design, coverage, and claims issues.
  • Ability to prepare and present recommendations and reports.
  • Ability to interpret, enforce, and explain City personnel practices, policies, and procedures.
  • Ability to analyze human resources issues.
  • Ability to read, interpret, and evaluate certificates of insurance and policies.
  • Ability to apply methods and techniques used in the administration of human resources functions.
  • Five years of increasingly responsible professional, administrative and analytical experience involving recruitment, compensation, benefits, and human resources administration functions preferably within a local government environment.
  • Equivalent to a Bachelors degree from an accredited college or university with major course work in human resources, business administration or a related field.
  • Takes ownership of their work and follows projects through to completion.
  • Comfortable working independently while collaborating as part of a team.
  • Maintains confidentiality and professionalism in sensitive situations.
  • Adaptable, resourceful, and willing to jump in wherever needed.

Nice To Haves

  • Certification, training or accreditation in compensation and benefits, and related human resources practices.
  • A Masters Degree from an accredited college or university in Human Resources, Public Administration, Business Administration or other related field is highly desirable, but not required.

Responsibilities

  • Perform a wide variety of responsible and complex professional human resources functions and analytical duties related to recruitment, classification and compensation, records management, leave administration, benefits, workers' compensation and other personnel and/or risk management programs.
  • Survey, research and evaluate human resources practices, programs, and procedures.
  • Provide information and assistance to the public and other departments for assigned programs and services.
  • Manage full-cycle recruitment and selection activities.
  • Conduct classification and compensation studies.
  • Administer benefits and provide employee support.
  • Handle working out-of-class assignments and personnel actions.
  • Manage Human Resources records and ensure compliance.
  • Administer Human Resources Information Systems (HRIS).
  • Oversee employee onboarding and organizational development initiatives.
  • Undertake special projects and process improvement efforts.
  • Gain experience in employee and labor relations, leave administration, risk management and workers' compensation, and policy development and implementation.
  • Engage in strategic Human Resources initiatives.
