About The Position

This position is located within the Office of Management and Finance, Human Resources Department. The Louisiana Department of Agriculture & Forestry is seeking a Human Resources Analyst to support the agency’s mission by driving effective talent management, enhancing employee engagement, ensuring compliance with state and federal regulations, and strengthening organizational development initiatives. This role serves as a key technical specialist supporting a comprehensive HR program within a dynamic state department, driving the efficient delivery of HR services and ensuring compliance with Louisiana Department of Civil Service rules, state and federal regulations, and departmental policies. This is an opportunity to contribute to impactful HR operations and gain experience in a public sector environment.

Requirements

  • Three years of human resources experience; OR Six years of full-time experience in any field; OR A bachelor’s degree.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
  • Detailed knowledge of policies, procedures, rules and regulations pertaining to Payroll and Retirement including entry into LaGov HCM, LASERS and Teachers Retirement System.

Responsibilities

  • Analyze workforce data, ensure compliance with policies and regulations, and assist in the development of effective personnel strategies.
  • Possess detailed knowledge of policies, procedures, rules, and regulations pertaining to Payroll and Retirement, including entry into LaGov HCM, LASERS, and Teachers Retirement System.
  • Counsel employees during the pre-retirement process to ensure they have the proper documents for completing retirement applications.
  • Process LASERS forms and submit retirement/DROP forms to the retirement system prior to the effective date.
  • Enter all retroactive time entry corrections into LaGov HCM.
  • Assist the Human Resources Supervisor in reviewing time entries for correctness and assist with necessary adjustments.
  • Perform random payroll audits of time administrator's payroll entries within assigned areas.
  • Review payroll reports, required documentation, prior period adjustments, and other factors that might warrant additional time administrator training.
  • Provide feedback to time administrators and supervisors for process improvement.
  • Serve as backup for Employee Administration, staffing, and benefits human resources activities for approximately 300 to 400 employees.
  • Provide support to the emergency support section during events, attend necessary training, and maintain required documentation of activities.
