About The Position

The Division of Administration/Office of Human Resources has a vacancy in the Operations/Benefits unit. This position is part of a full-service human resources office supporting complex and highly visible entities including the Division of Administration (DOA), the Office of the Governor, the Board of Elementary and Secondary Education (BESE), University of Louisiana System Office, and various Executive Department agencies. The clientele includes approximately 2,500 employees, both classified and unclassified. The Division of Administration serves as the state government’s management arm and the hub of its financial operations, performing activities such as overseeing the state’s capital construction program, providing state and federal grants for community development, developing the state budget, providing technology services, guiding agencies in purchasing and contracting, and administering a federal hurricane recovery program.

Requirements

  • Three years of human resources experience; OR Six years of full-time experience in any field; OR A bachelor’s degree.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Process personnel and payroll actions including appointments, promotions, salary adjustments, transfers, reallocations, rehires, and separations in compliance with Civil Service rules and applicable laws.
  • Review and certify employee job, salary, organizational, and payroll data to ensure accuracy and policy compliance.
  • Serve as an E-Verify user by processing employment verifications and maintaining compliance with federal program requirements.
  • Conduct audits of agency timekeeping units to ensure compliance with payroll policies, procedures, and regulations.
  • Perform biweekly payroll data integrity reviews to verify accurate employee pay, deductions, and salary classifications.
  • Maintain and organize employee personnel records by ensuring all required documentation is accurately filed within electronic systems.
  • Provide operational HR support, attend meetings in the absence of HR leadership, and perform additional duties as assigned.
  • Counsel employees on benefits programs including health, life, supplemental insurance, retirement, and credit union participation.
  • Process and maintain employee benefits and ACA-related records in LaGov and OGB E-Enrollment systems.
  • Advise employees on retirement and DROP options, process retirement actions, and audit retirement enrollments for accuracy and compliance.
