About The Position

The Department of Public Health (DPH) seeks a customer-focused Human Resource (HR) Analyst to fill a Term-Limited Temporary (TLT) or Special Duty Assignment (SDA) within the department. The assignment is anticipated to last through November 19, 2027. This recruitment will also be used to establish a pool of qualified candidates that may be considered for selection of additional vacancies of the same position type over the next six (6) months. In support of the Department of Public Health’s Employment & Hiring Team, the HR Analyst will assist with full-cycle recruitments, leave of absence tracking, and onboarding for a wide variety of positions within the department. This position reports to the HR Supervisor who oversees the day-to-day functions of the Employment & Hiring Team.

Requirements

  • Three (3) years of experience managing full-cycle recruitments, including providing consultative advice to hiring managers; OR an equivalent combination of education and experience necessary to perform the scope of job duties.
  • Knowledge and experience of federal and local leave laws, as well as experience researching questions and engaging with employees, supervisors/managers about leave, while ensuring compliance with leave laws and policies.
  • Reinforce and promote a customer-focused practice, while implementing the vision of the department and best practices consistent with King County’s Equity, Racial, and Social Justice commitment.
  • Ability to develop and implement screening and examination techniques to broaden our applicant pools; prepare candidates for interviews – reviewing culture, organization structure, job description, competencies and expectations.
  • Assess applicants' strengths and fit for the agency through robust input from stakeholders.
  • Have a genuine collaborative and consultative style in their approach to their work, understand the importance of building effective relationships with hiring managers, team members, and candidates.
  • Have excellent interpersonal skills and are very politically savvy; comfortable providing advice and consultation to our department and lead value-added discussions that challenge conventional norms and thinking.
  • Strong consulting skills and demonstrated ability to work in a team environment, as a team leader and member, working collaboratively, building relationships, trust and rapport with others.
  • Knowledge and experience in the use and application of employment laws, regulations, practices and principles.
  • Ability to prioritize and handle multiple tasks and deadlines in a fast-paced and demanding environment.
  • Experience using an applicant tracking system to conduct full-cycle recruitments (King County uses NEOGOV as an applicant tracking system).
  • Experience using an HRIS system (King County uses PeopleSoft).
  • Have effective communication skills that use tact and diplomacy in all situations.
  • Employees are required to protect the privacy and security of protected health information as defined in State and Federal Law.
  • Public Health relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
  • Employees are required to adhere to OSHA/WISHA guidelines including but not limited to completing their mandatory trainings on time and obtaining required immunizations.
  • Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all Public Health positions.
  • When Public Health responds to an emergency, and in accordance with relevant CBA language and/or KC policy and procedures, we may assign duties outside your regular job description. This may involve responding at any time, including nights and weekends, with possible deployment to locations other than the department.

Responsibilities

  • Manage and perform full-cycle recruitment processes.
  • Partner with hiring managers to develop recruitment strategies that focus on the candidate experience while managing business expectations.
  • Provide key strategic consultation to senior leadership and hiring managers regarding their hiring needs.
  • Engage with and source applicants to build pipelines of competitive and diverse candidates for the next generation of positions.
  • Leverage and optimize all available tools including internal and external networks, social media, job boards, direct sourcing, community contacts, and personal networking events.
  • Manage the candidate relationship through the complete recruiting lifecycle.
  • Promote King County as an Employer of Choice.
  • Generate diverse applicant pools in support of Equity, Racial, and Social Justice Goals.
  • Administer requests for protected leave under FMLA and KCFML.
  • Review and approve leave requests, ensure approvals/denials comply with Federal, State, and County laws/policies.
  • Provide advice and consultation on leaves issues, coordinate activities with Central HR, Benefits, and Payroll as necessary.
  • Add, update, and maintain employee data in PeopleSoft.
  • Position management.
  • Ability to create useful reports using queries.
  • Support and contribute to continuous process improvement of HR practices and processes, using Lean principles.
  • Advise, coach, and train managers and supervisors in employee engagement and HR business processes.
  • Research and respond to inquiries by staff and the public in a timely manner.
  • Partner with colleagues to develop value-added solutions to a wide variety of human resources issues.
  • Other duties as assigned.
