About The Position

Join the Talent Management and Organizational Development team as a Human Resource Analyst 2 and help create training that strengthens the entire agency. This role allows you to shape learning programs that support employee growth and build stronger workplaces. Your work will help employees gain the skills they need to succeed and move the agency forward. This position develops and delivers training programs that support employee performance throughout the agency. The role focuses on creating clear learning materials, guiding training sessions, and providing expert support for agency learning needs.

Requirements

  • One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration)
  • Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor’s degree
  • An equivalent combination of experience and training
  • Meet the PA residency requirement
  • Be able to perform essential job functions
  • Pass a background investigation
  • No felony conviction within the last ten years of the prospective date of employment
  • Information to support eligibility must be provided on the application (i.e., relevant, detailed experience/education)
  • Attach a copy of college transcripts if claiming education

Responsibilities

  • Design functional and technical training materials using web tools, multimedia, and learning technologies
  • Lead agency-wide sessions on leadership, customer service, communication skills, and operational practices
  • Use virtual classroom tools, web-based standards, and accessibility guidelines to develop and deliver training
  • Create tools and resources that support training transfer theories and skill application strategies
  • Work with agency staff to provide guidance, design specialized programs, and develop materials that meet organizational needs
