About The Position

The Human Resource Analyst 2 with the Department of Military and Veterans Affairs is a dynamic position that supports important labor and employee relations work at Southwestern Veterans' Center. This role allows you to influence positive change and strengthen teamwork through clear guidance and consistent practices. You help ensure that policies are applied fairly and that workplace concerns are addressed with care. This position supports the veterans home by managing employee relations and labor relations activities for multiple unions. It plays a key role in guiding supervisors, improving processes, and helping maintain fair and consistent workplace practices.

Requirements

• One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration)
• Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor’s degree
• An equivalent combination of experience and training
• Meet the PA residency requirement
• Be able to perform essential job functions
• Satisfactory criminal history reports, including but not limited to, PA State Police and FBI clearance (conditional offer of employment)
• Medical examination (conditional offer of employment)

Responsibilities

• Supervise timekeeping staff, as well as support accurate time and leave processes
• Review leave procedures, resolve payroll issues, and train supervisors on leave policies
• Conduct investigations, review incidents, and guide supervisors through disciplinary steps
• Research cases, prepare responses, and represent management in discussions with unions
• Facilitate meetings with union representatives, prepare packets, and maintain positive working relationships
• Interpret contract language and policies and respond to employee inquiries
