About The Position

As a Human Resource Analyst 2 at Clarks Summit State Hospital, you will help ensure fair processes and clear communication for employees across the facility. You will work closely with supervisors and leadership to resolve concerns, support investigations, and move cases forward. Requirements

• One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor’s degree; or An equivalent combination of experience and training.
• Meet the PA residency requirement.
• Be able to perform essential job functions.
• Pass a background investigation.
• A conditional offer of employment will require a medical examination.
• Satisfactory criminal history reports, including but not limited to, PA State Police and FBI clearance.

Responsibilities

• Oversee employee relations functions and provide guidance to leadership on workplace issues
• Assess performance and attendance concerns and outline steps for corrective action
• Develop disciplinary charges, prepare documentation, and guide supervisors through pre-disciplinary conference procedures
• Research grievance issues, prepare responses, and support management in presenting cases
• Facilitate labor management discussions and maintain communication with union representatives
• Review workplace investigations and recommend additional actions when needed
