About The Position

McKean County is seeking a detail-oriented, self-sufficient, and reliable candidate to assist with HR needs and Civil Service processes within the Human Services Department. This role supports all parts of human resources within Children and Youth Services by providing clear guidance and strong analytical skills to ensure that hiring, employee support, and agency operations run smoothly. The work created will make a meaningful impact on daily operations and create positive change for both staff and the community.

Requirements

• One year of experience in the performance of technical human resource duties.
• A bachelor’s degree.
• Any equivalent combination of experience and training.
• Must meet the PA residency requirement.
• Must be able to perform essential job functions.
• Conditional offer of employment will require a drug screening.
• Conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.

Responsibilities

• Manage complex civil service processes and ensure compliance with state rules.
• Assist supervisors by offering clear guidance on staffing matters and classification needs.
• Provide direction to staff on workplace issues and support consistent policy application.
• Review leave requests and track usage with accuracy and fairness.
• Coordinate vehicle scheduling and monitor maintenance to support agency operations.
