About The Position

The Human Capital Management (HCM) Senior Analyst in the Bureau of Human Resources helps build a strong, capable workforce by supporting thoughtful, well‑structured recruitment and hiring practices. In this role, the selected candidate will partner closely with assigned offices to understand staffing needs, guide hiring decisions, and manage the full recruitment process—from job analysis and assessment development to posting, screening and selection. By using effective approaches to connect with qualified candidates at all career levels, this position directly supports ODJFS’s Guiding Principles and contributes to the agency’s ability to provide high‑quality services to Ohioans.

Requirements

  • 3 yrs. exp. in human resources.
  • 1 yr. exp. as Human Capital Management Analyst, 64612 with the State of Ohio.
  • Completion of undergraduate core program in human resources, business or public administration; AND 12 mos. exp. in human resources.
  • Equivalent of minimum class qualifications for employment noted above.

  • Managing recruitment and hiring processes in a human resources setting.
  • Reviewing applications or candidates for minimum qualifications, compliance, or eligibility.
  • Interpreting Ohio civil service rules, employment laws, collective bargaining agreements, and/or HR compliance requirements.
  • Writing, editing and maintaining job‑related documents such as position descriptions, job postings, and assessments.
  • Maintaining confidentiality and handling sensitive personnel information in accordance with state and federal requirements.

Responsibilities

  • Consult regularly with Deputy Directors, Managers, and Office Liaisons regarding staffing and HR needs.
  • Manage the full hiring process, including position justification requests and obtaining required approvals.
  • Write, edit, and maintain position descriptions ranging from routine to highly complex.
  • Conduct job analysis and validity studies to create defensible assessments and structured interviews.
  • Develop job postings that are accurate, engaging, and realistic.
  • Screen applications for minimum qualifications and compliance requirements.
  • Participate on interview panels and proctor assessments.
  • Provide technical guidance on civil service rules, agency policies, assessments, job design, and workforce planning.
  • Prepare and update HR reports, spreadsheets, and various documentation.
  • Collaborate closely with Payroll, Benefits, and Labor Relations teams on related matters.
  • Monitor HR practices to ensure compliance with state and federal laws, bargaining unit contracts, and internal guidelines.
