About The Position

Total Solutions Inc. (TSI) is seeking a Human Capital Analyst to serve NASA’s Office of the Chief Human Capital Officer (OCHCO). This role will provide enterprise-wide support to leadership in the design, planning/readiness, implementation, and maturity of various enterprise human capital initiatives. The support will primarily be aligned to the Talent Services functional areas, including the Front Office and the Talent Development Branch. The HC Analyst shall possess detailed knowledge of Federal HR and business operations such as data analysis, business process design, organizational design, adult learning, psychometrics, leadership development, program evaluation, and change management. Program support will encompass a broad range of requests for Agency-wide and Center assessments, continuous process improvement efforts, strategic initiatives, or systems enhancements to improve effectiveness and efficiency. This includes delivering technical, analytical, or consulting services for projects, strategic planning activities, and stakeholder engagements with HC partners. The position is badged to NASA HQ in Washington, DC, but will be performed remotely.

Requirements

  • Minimum Graduate degree in related field of study, or bachelor’s degree with 2 years of experience in appropriate area of specialization, or 5 years of directly related experience with no degree
  • Minimum 1 year of consulting experience preferred
  • Prior experience in federal Human Capital learning and development required
  • Strong advisory and consultive services as well as implementation of program/project management.
  • Strong statistical and data analysis required. Psychometric knowledge preferred.
  • Strong ability to independently manage multiple concurrent work activities while remaining responsive to numerous stakeholders and delivering high quality work products.
  • Detailed knowledge of federal HR/HC policies, practices, concepts, and procedures
  • Detailed knowledge and experience implementing project management practices
  • Proficient analytical skills, the ability to leverage Microsoft Office applications (including Excel, SharePoint, Project, O365 and Teams)
  • Ability to proactively lead and manage assigned workstreams
  • Ability to interact professionally with clients
  • Exceptional written and oral communication skills
  • Detailed knowledge of federal human capital policies, practices, concepts, and procedures enabling analytical, technical, and program support services to support HC transformation in areas including, but not limited to, incentives and awards, learning and development, performance management, talent acquisition, etc.
  • Detailed knowledge in business operations such as, but not limited to, business process design, documentation and mapping, organization design, and change management.
  • Expertise in business operations, data analysis, reporting tools (e.g., Power BI, Excel), and workforce systems (e.g., ServiceNow, SharePoint).

Responsibilities

  • Collect, validate, and analyze qualitative and quantitative data in accordance with plans, to identify trends, challenges, potential risks and opportunities; and recommend actionable solutions and program modifications.
  • Create briefings on findings, conduct analyses, write reports and prepare presentations, agenda, general activities to support management and organization of programs.
  • Creation and management of project and implementation plans and milestones associated with programs; such as process design and stakeholder engagement; training program calls, and selection processes.
  • Facilitate and support client meetings; including documentation of data calls, decisions, action items, communications plans, follow-up task and program materials across the lifecycle of the program.
  • Carry out a training evaluation strategy that includes program KPIs and ROI to assess impact and effectiveness as well as to inform future training decision making.
  • Creation of surveys and feedback mechanisms to assess program effectiveness and success rate.
  • Attend, participate in, and facilitate stakeholder meetings, as appropriate. Document and follow up on important actions items and decisions from meetings.
  • Work in collaboration and partnership with program managers to support the design, implementation, and evolution of all HC programs and operational functions.
  • Executes general project management support, including Planning & Scheduling, Risk management, Ongoing monitoring & reporting on progress, Documentation and Knowledge Management Support, Communication & Change Management.
  • Collect data in accordance with plans, as well as verify and analyze data to identify observations, trends, and potential impacts and provide input to support Government evaluation and decision-making, as applicable.
  • Prepare analysis showing the pros and cons of various courses of action and identify potential implications and impacts of research findings to support Government consideration of research findings to contribute to general knowledge and support decisions.
  • Create reports of findings, conduct analyses, write reports, and prepare presentations.
  • Conduct needs assessments, plan, and provide project coordination and support to Government-led project management activities.
  • Establish criteria for evaluating and tracking metrics and support special projects or initiatives as requested.
  • Research alternatives and provide supporting analysis on issues pertaining to program areas to assess the effectiveness of programs and policies.
  • Maintain knowledge of applicable software policies, and computer-based business information systems including web, database systems, reporting and management of information.
