About The Position

The Human Capital Analyst III will assist the Human Capital Office (HCO) in developing the ONR Human Capital Strategic Plan. This role involves assessing workforce characteristics, evaluating existing practices, identifying organizational best practices through benchmarking, and analyzing current Human Capital (HC) policies and procedures to recommend improvements. The analyst will also support workforce development initiatives, including a rotational assignment program, training opportunities, mentoring coordination, and diversity events. Additionally, the position requires assisting with the design and implementation of processes for collecting and analyzing HC data, producing reports to measure intellectual capital, and supporting data-driven decision-making. Administrative and information management support, such as preparing briefings, tracking issues, planning meetings, and coordinating content for ONR Human Capital websites, is also a key part of the role.

  • Prior experience with asset management systems (DPAS, ERP).

Responsibilities

  • Assist the HCO in developing the ONR Human Capital Strategic Plan.
  • Assess workforce characteristics, evaluate existing practices, and identify organizational best practices (benchmarking).
  • Conduct analysis of current HC policies and procedures to recommend improvements.
  • Support the development, refinement, and promotion of workforce development initiatives.
  • Support a rotational assignment program, training opportunities, mentoring coordination, and up to six (6) diversity events per year.
  • Assist with the design and implementation of processes to collect and analyze HC data.
  • Produce research, reports, and studies to measure intellectual capital and support data-driven decision-making.
  • Provide administrative support, including preparing briefings, tracking issues, and planning meetings.
  • Assist in coordinating and developing content for ONR Human Capital websites (e.g., iConnect) and other multimedia capabilities.
