About The Position

The Ohio Department of Behavioral Health (DBH) is seeking two highly skilled Human Capital Management Analyst's to serve as key members of the Human Resources team. This role involves coordinating HR sub-programs such as composing, processing, approving, and entering personnel actions, assisting with timekeeping/payroll processing and data management, and managing employee benefits. The role also supports new employee onboarding, records management, and general administrative HR functions. Requirements

  • 2 years of experience in human resources.
  • OR Completion of undergraduate core program in human resources, business or public administration.
  • OR 1 year of experience as Human Capital Management Associate, 64611.
  • OR The equivalent of Minimum Class Qualifications For Employment noted above.

Responsibilities

  • Coordinate multiple HR sub-programs related to payroll actions and quality control.
  • Assist with bi-weekly payroll processing, reviewing Kronos and OAKS exception reports, ensuring accuracy, and correcting discrepancies.
  • Process municipal tax forms, union dues, and other payroll-related deductions.
  • Provide guidance to agency employees and supervisors regarding payroll processes and resolve issues.
  • Use OAKS to maintain employee records (e.g., email addresses).
  • Support payroll officers at RPH locations as needed.
  • Serve as the primary benefits point of contact (health, dental, vision, life insurance, Deferred Compensation, FSA, OPERS).
  • Assist with benefit enrollment for new hires, life events, and open enrollment.
  • Review HCM reports to ensure timely, accurate benefit processing.
  • Resolve technical issues related to MyOhio enrollment.
  • Conduct benefits orientation and track completion for new employees across multiple divisions.
  • Respond to agency inquiries and public records requests.
  • Coordinate personnel file reviews and complete employment verification forms.
  • Research work history and pay data; analyze HR trends (e.g., turnover, funding, payroll).
  • Assist with HR records management, electronic filing, archiving, and HB 648 compliance.
  • Support HR fiscal operations including supply ordering, and invoice verification.
