About The Position

The employee is expected to perform a variety of complex administrative and technical support duties. The employee is responsible for processing paper and electronic morbidity and laboratory information for Human Immunodeficiency Virus (HIV), including perinatal HIV exposure reporting, conducting record searches, processing deduplications and partner service calls. Data generated by this staff member is utilized by the Centers for Disease Control (CDC), SCDPH, health care providers, and policy makers for making decisions on prevention and treatment programs needed at the local, state, and national level.

Requirements

  • A high school diploma and work experience that is directly related to the area of employment.
  • A bachelor's degree may be substituted for the related work experience.
  • Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

  • Any equivalent combination of education and/or experience that demonstrates the required knowledge, skills, and abilities may be considered in meeting the minimum qualifications, subject to approval by the SCDPH Chief Human Resources Officer, or their delegate.

  • Professional experience in a human services, surveillance, prevention or social services program with at least four (4) years of work-related experience and working with confidential data.

Responsibilities

  • Maintains comprehensive and up-to-date Human Immunodeficiency Virus (HIV)/Acquired Immune Deficiency Syndrome (AIDS) case records in Enhanced HIV/AIDS Reporting System (eHARS) and South Carolina Infectious Disease and Outbreak Reporting Network (SCION) through accurate data entry and management of surveillance case report forms, laboratory reports, and death certificates.
  • Performs quality assurance reviews to verify the accuracy and completeness of information received from laboratories, healthcare providers, and intra/interstate surveillance partners.
  • Coordinates the exchanges of HIV/STD surveillance case information between central office and regional staff to ensure timely and accurate case management.
  • Screens, enters, and processes new and updated case reports for regional verification and status confirmation.
  • Maintains strict confidentiality and compliance with all policies related to sensitive HIV/STD surveillance data.
  • Schedules and participates in Routine Interstate Duplicate Review (RIDR) calls with multiple states to support complete and accurate case ascertainment, ensuring semi-annual duplicate review lists are processed within required time-frames.
  • Documents and updates case information upon receipt to maintain accurate surveillance records.
  • Coordinates and processes the Cumulative Interstate Duplicate Review (CIDR) with multiple states to ensure annual data transfer and reporting goals are achieved by year-end.
  • Responds to and processes telephone and electronic record search requests by providing pertinent information necessary for contact investigation follow-up to statewide and out-of-state HIV/AIDS surveillance and intervention staff.
  • Ensures timely, accurate, and confidential communication and transmission of surveillance-related information in accordance with program policies and procedures.
  • Assists in the preparation and completion of program reports, data requests, and special projects as assigned.
  • Participates in disaster preparedness and emergency response activities in accordance with the SCDPH emergency operations plan during hazardous weather events or declared emergencies.
  • Serves as an essential employee during emergency situations and may be required to perform assigned duties to support continuity of operations.
  • Maintains strict confidentiality of HIV/STD surveillance information and ensures compliance with all applicable policies and procedures.
