About The Position

The Office of Patient Advocacy is a national program office that ensures Veterans and their families have access to advocacy services across the Veterans Health Administration (VHA). The office reports directly to the Under Secretary for Health (USH). This office's focus is on improving the experience of Veterans, coordinating the national Patient Advocacy Program and supporting similar Veteran experience activities across VHA.

  • If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

  • Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
  • OR, Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.
  • This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities.
  • Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
  • One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.

Responsibilities

  • Advise leadership and stakeholder groups on PATS capabilities, data governance, and emerging best practices for tracking and managing patient feedback.
  • Prepare and deliver PATS guidance and documentation for end users.
  • Analyze complex PATS data sets to identify operational trends, experience patterns, and actionable insights for system improvement.
  • Manage administrative tasks associated with PATS operations, including quality assurance, compliance documentation, troubleshooting, and system reporting to ensure robust stewardship.
  • Establish protocols for ongoing PATS data quality assurance and validation, ensuring accuracy, completeness, and reliability of information used in organizational decision-making.
  • Lead Patient Advocate Tracking System (PATS) release cycles, upgrades, and maintenance activities to ensure continuous system functionality and alignment with organizational requirements.
  • Develop strategies and protocols for effective user provisioning, access management, and data security within PATS.
  • Monitor PATS performance metrics, user engagement, and system utilization to identify inefficiencies and inform organizational decision-making.
  • Evaluate user feedback, technical issues, and process gaps within PATS to recommend enhancements and optimize workflow.
  • Collaborate with IT specialists, vendors, and program offices to integrate and monitor PATS data with other enterprise applications and reporting platforms.
  • Lead or contribute to special projects related to PATS enhancements, integration, and change management initiatives supporting organizational objectives.
  • Design and implement standardized reporting frameworks and dashboards within PATS to facilitate real-time monitoring and executive review of patient feedback and case resolution metrics.
