About The Position

This position will be responsible to perform managerial work overseeing the daily operations and activities of the TB Surveillance unit including establishing goals and objectives, setting priorities and standards to achieve established goals, coordinating and evaluating program activities and supervising staff. Provide leadership and oversee the development and management of active surveillance systems for TB. Direct and implement TB surveillance program activities including developing and disseminating TB program standard operating procedures and guidelines, conducting quality assurance and program evaluations. Incumbent will follow Health Insurance Portability and Accountability Act (HIPPA) and information security regulations set by federal, state and local policies to ensure confidentiality and privacy of the client health information. This individual is responsible for all supervisory duties including, but not limited to: Hiring and selection, developing performance plans, conducting performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate. Responsible for the supervision of staff Including appraisals, planning and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions. Supervises direct reports including motivating, training, providing guidance, and direction. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and discipline action, if needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensures all staff complete required training and are offered additional training. Directly supervises Surveillance staff. Makes recommendations in personnel staffing, staff development, and disciplinary actions. Approves leave for assigned staff. Ensures training of staff. Supervises assigned personnel including providing regular guidance, setting priorities, developing performance standards, assigning tasks, setting deadlines and monitoring and evaluating work performance. Supports the Surveillance Analysts by providing managerial support, technical assistance and guidance in their respective functional areas. Monitors and evaluates the performance of the TB Surveillance unit, through establishing quality assurance guidelines. Responsible for coordinating with hospitals and other health care providers to ensure appropriate and timely reporting of all known TB suspects and cases to the Miami-Dade Health Department. Be responsible and ensure that all incoming Interjurisdictional Notification (IJN) received are being contacted, referred to the TB clinic for evaluation and or treatment follow up, and report back to the original jurisdiction with final disposition, and monitor all TB cases until treatment completion. Ensure all Electronic Disease Notification (EDN) received have the correct demographic information, register the clients into the Health Department medical record, contact the clients, and refer them to the TB clinic for the initial evaluation within 30 days and complete evaluation within 120 days and report to CDC. TB Reporting HMS: Maintain HMS Database system. Reporting and collection of TB information on cases from their initial report until they are closed in the system. Ensures the development of TB surveillance capability of Miami-Dade County for facilitating collection of information for the expanded TB surveillance from known as “Report of a Verified Case of Tuberculosis” (RVCT). Develop missing information list and other reports such as TB AIDS report for HIV/AIDS department useful on monitoring of Surveillance activities that includes but not limited to HIV and MDR status and other important medical information such as PPD, and/or IGRA drug regimen, drug abuse patterns, residential and occupational patterns, etc. Ensure that all TB cases are reported with accurate information. Obtain missing data by cross-searching medical records, other database systems, and provide feedback to clinicians about the pending status of TB information. Assigns all reported cases and suspects as per TB Physicians’ orders to respective case managers and field teams for case management and contact investigation. Coordinates weekly review of all cases and suspects. Coordinates with the surveillance field supervisor and respective Surveillance Analysts to ensure all case management aspects of Jackson Memorial Hospital as well as other private physicians’ patients. Monitors monthly all private physicians’ and review these cases at the weekly case review. Ensures that all reported TB cases and suspects are interviewed, registered into the Health Department’s database and have a complete, organized and up-to-date medical record. Reviews each reported TB case or suspect for reporting delays, completion of information or other problems. Monitors all TB suspects reported to the health department for appropriate disposition. Visit and develop on-going communications with appropriate health care providers. Responsible for the supervision of staff including appraisals, planning, and directing their work, approving leave, and having the authority for hiring and acting or effectively recommending such action. Ensure TB database is updated based on weekly review outcomes. Maintains and updates the TB database on an on-going basis as and when new information regarding clients’ demographics, laboratory results or treatment regimen changes are received. Maintains working knowledge of and adheres to agency/program policies and assures Surveillance staff awareness and adherence to these policies. Meets regularly with Surveillance staff and Program Director. Develops rapport and working relationship with community partners; provides technical assistance and build partnership to develop systems, procedures, and reporting mechanisms for Tuberculosis. Work closely with the other program managers to achieve program goals and objectives and assist and participate in developing and implementing a comprehensive strategic plan. Serve as a department expert on TB surveillance and represents the program at meetings, hearings, conferences, workgroups, and committees. Submit all timesheets (People First), Employees Activity Record System (EAR’s) and other DOH paperwork by required deadlines and complies with programs’ protocols for calling in sick, tardiness and/or leave request. State Emergency Responders and volunteers of Florida (ServFL), Florida Department Health Official Learning Management System (TRAIN Florida) and Continuity of Operation Plan (COOP) call down list, etc. Email communication must be maintained daily.

  • Access to a reliable vehicle to perform work related duties
  • Two years of experience conducting Surveillance activities
